Can You Use Gen-AI to Write Research Proposal for Scholarship or Fellowship Applications?

AI can improve a sentence in seconds. It can reorganize a paragraph, suggest clearer wording, explain a methodology and even generate an entire research proposal from a few prompts.

But that convenience creates a serious problem for scholarship and PhD applicants:

When does AI stop being a writing assistant and start becoming the person doing the academic thinking that the university is trying to assess?

There is no single international answer.

Some universities explicitly prohibit applicants from using generative AI to create research proposals or other admissions documents. Others permit limited or assistive use. Some allow AI within academic research under disclosure requirements but have not published a blanket rule saying applicants may use it to create admission proposals.

So the useful question is not:

“Can I use ChatGPT or Claude, or Gemini for my research proposal?”

It is:

“What kind of AI assistance does this particular university, faculty or fellowship permit for this particular application?”

There Is No Universal University Rule on AI-Written Research Proposals

Current university policies broadly fall into three categories.

🔴 Prohibited: AI must not generate or substantially develop the application document.

🟢 Permitted with conditions: AI may assist, generally provided the applicant retains intellectual authorship and follows disclosure requirements.

🟡 Policy-dependent: the university permits responsible AI use in research or academic writing, but applicants must separately establish whether that extends to their research-proposal application.

That distinction matters because a university’s policy for enrolled doctoral students is not automatically an admissions policy.

Which Universities Allow AI for Writing Research Proposals?

🇳🇿 University of Otago, New Zealand 🟡 Postgraduate research AI guidance exists Otago’s Graduate Research School provides best-practice guidance for GenAI use in postgraduate research and a declaration framework. Applicants should still distinguish enrolled-researcher guidance from application-specific permission.
🇮🇹 University of Bologna, Italy 🟢 Responsible supporting use recognized in research writing Bologna explicitly identifies literature work, article writing and research-project writing among areas where GenAI may support scientific production, while stressing that AI should enhance rather than replace critical thinking and creativity.
🇨🇭 ETH Zurich, Switzerland 🟡 Supportive use possible with transparency and applicable permission ETH says researchers remain responsible for their research and scientific writing and that GenAI may only play a supportive role. Students and doctoral candidates should clarify acceptable use with supervisors and transparently declare AI where required.

The Most Important Distinction: Writing Assistance vs Intellectual Authorship

Not all AI use has the same academic significance.

Consider these two prompts.

Prompt A:

“Read my research question and point out grammatical errors without introducing new academic arguments.”

Prompt B:

“Find a research gap, create three objectives, design my methodology and write the proposal for me.”

Both involve AI.

But academically they are completely different.

The first primarily provides editorial assistance.

The second transfers major parts of the research reasoning to the AI system.

For scholarship and fellowship applications, this distinction matters because the proposal is often being used to assess your ability to:

  • Understand existing research;
  • Recognize an important unresolved problem;
  • Develop a researchable question;
  • make methodological decisions;
  • Assess feasibility;
  • Interpret literature critically;
  • identify an original contribution.

If AI performs those tasks for you, the document may no longer provide reliable evidence of the abilities reviewers intended to assess.


Can AI Be Used Only to Check Grammar in Research Proposal?

Where the programme permits AI assistance, grammar and surface-level editorial checking is generally much lower risk than having AI generate research content.

Some universities make this distinction explicitly.

The University of Sydney says tools used only to correct basic spelling and grammar do not require acknowledgement under its current student AI guidance.

The University of Melbourne similarly distinguishes ordinary editorial assistance involving clarity, grammar, spelling, completeness and consistency from more substantial AI rewriting. It warns that extensive redrafting of paragraphs or larger sections goes beyond minor editing assistance.

ETH Zurich also allows AI to serve supportive functions while making clear that researchers remain responsible for the scientific work and should follow supervisor, department and funding-agency rules.

So, where expressly permitted, reasonable editorial uses might include:

  • ✅ identifying spelling or punctuation errors;
  • ✅ flagging unnecessarily long sentences;
  • ✅ identifying repeated wording;
  • ✅ checking whether terminology is used consistently;
  • ✅ pointing out a paragraph that is difficult to understand;
  • ✅ checking whether the document follows an applicant-created checklist;
  • ✅ asking whether a paragraph would make sense to a non-specialist reviewer.

But even editorial use should not override a stricter admissions policy.

Oxford is the obvious example. Its graduate application guidance specifically governs application documents, and those rules are stricter than the general idea that AI proofreading may be acceptable somewhere else.


Which Parts of a Research Proposal Should Remain Intellectually Yours?

Even where AI assistance is permitted, applicants should be especially protective of the sections that demonstrate research judgement, originality and methodological reasoning. AI may help explain concepts or improve presentation, but the core academic decisions should remain yours.

Research Question Testing whether your question is clearly worded or suggesting alternative phrasing. Deciding what the project should actually investigate. The research question is one of the proposal’s central intellectual decisions.
Objectives and Hypotheses Checking whether objectives are clearly written or grammatically consistent. Determining which objectives logically answer the research question and which hypotheses are scientifically justified and testable.
Evidence Required Explaining possible forms of data or evidence used in similar research. Deciding what evidence would genuinely allow your specific research question to be answered.
Methodology Explaining research methods, statistical techniques or methodological terminology. Justifying why a particular sample, experiment, dataset, archive, analytical framework or method is appropriate for your project and understanding its limitations.
Feasibility Helping create a checklist of practical considerations such as time, resources or access. Judging whether the proposed study can realistically be completed with the available skills, facilities, funding, permissions and timeframe.
Expected Outcomes Helping distinguish between outcomes, outputs and impacts or checking wording. Deciding what the research can reasonably be expected to produce without inventing results in advance.
Originality and Contribution Helping you phrase a contribution that you have already established from evidence. Demonstrating from literature and research reasoning what is genuinely new, extended, tested, clarified or practically useful about the project. Never rely on AI to declare that “no previous study has investigated this” without independently verifying the literature.

A Useful Boundary to Remember

AI can help you express research reasoning that you already understand; it should not become the source of the research reasoning you submit as your own.

If you cannot independently explain why the gap exists, why the question matters, why the method was selected and what the project could contribute, those parts of the proposal are not yet intellectually ready for submission.


Never Trust AI-Generated References Without Checking Them!

Research proposals are especially vulnerable to one well-known GenAI problem: fabricated or inaccurate references.

Monash warns graduate researchers that generative systems can invent references and quotations. ETH Zurich similarly advises researchers to verify facts, links, citations and references generated by AI.

If an AI tool suggests a paper:

  1. Find the publication independently.
  2. Verify the authors.
  3. Verify the title.
  4. Verify the journal or publisher.
  5. Read the relevant material yourself.
  6. Confirm that the paper genuinely supports the claim you are making.

A realistic-looking DOI is not evidence that a study exists.


Be Careful About Uploading Unpublished Research to Public AI Tools

There is another issue beyond plagiarism: confidentiality and intellectual property.

Your draft may contain:

  • Unpublished research ideas;
  • Novel experimental designs;
  • supervisor material;
  • Confidential datasets;
  • Participant information;
  • Commercially sensitive work;
  • intellectual property belonging to a laboratory or institution.

Auckland specifically warns doctoral researchers about uploading innovative ideas, methodologies or novel datasets to AI systems because of privacy and intellectual-property risks.

ETH similarly advises researchers not to upload unpublished research to cloud AI services that are not approved for such material.

So even where AI editing is permitted, applicants should think carefully about what they are uploading and where.


Should You Declare AI Use?

If the university, scholarship or fellowship requires disclosure, yes.

Requirements differ.

Some institutions distinguish minor spelling correction from substantive GenAI assistance. Others require broad disclosure of AI use. Some prohibit certain uses altogether.

Auckland’s doctoral framework, for example, requires written acknowledgement of GenAI use and requires candidates to document what tools were used, for what purposes and how outputs were verified.

ETH recommends transparent declaration and tells students to clarify acceptable use and disclosure with their supervisors.

Melbourne similarly provides examples of AI-use declarations covering brainstorming, drafting, proofreading and editing in contexts where AI use is authorized.

Never assume that because AI assistance is permitted it can therefore be used silently.


A Simple Three-Level Check Before Using AI

Before putting any part of a scholarship or research proposal into ChatGPT, Gemini, Copilot, Claude or another generative system, check:

University policy → Faculty/department policy → Exact scholarship or application instructions

The narrowest applicable rule should control your decision.

For example, a university may generally support responsible AI use while a particular department prohibits AI-generated research proposals.

That departmental rule wins.

Similarly, a university may permit AI assistance in doctoral research after enrolment while the admissions office imposes tighter restrictions on documents used to evaluate applicants.

Those are different stages and different policies.

The Safest Rule for Scholarship and Fellowship Applicants

AI policy will continue changing, so memorizing a list of universities is not enough.

A more durable rule is:

Where AI assistance is permitted, use it to inspect your writing—not to replace the research judgement the proposal is intended to demonstrate.

You should be capable of explaining and defending, without AI assistance:

  • why the problem exists;
  • how the literature establishes the gap;
  • why you chose the research question;
  • why the evidence is appropriate;
  • why the methodology can answer the question;
  • why the project is feasible;
  • and why its expected contribution matters.

If you cannot defend those decisions yourself, the proposal is not yet intellectually yours—regardless of how polished the writing appears.

And before submitting anything, check the latest AI rules of the specific university, department and scholarship or fellowship.

Because in research admissions, the question is no longer simply whether AI was used.

The important question is what intellectual work it was allowed to do for you.
