Hungary Pannónia Scholarship 2027: Application Guide
Your Hungarian degree could take you beyond Hungary in 2027. The government-funded Pannónia Scholarship Programme, coordinated by the Tempus Public Foundation, supports overseas study, research and traineeships through participating Hungarian universities. University of Debrecen and Óbuda University already have 2026/27 opportunities, while Semmelweis University has announced a forthcoming application window.
But can you apply from another country, and does this scholarship fund a complete degree in Hungary? Those questions determine your route. Pannónia’s standard student calls fund outgoing mobility for students already enrolled in Hungary. This guide explains the institutional differences so you can pursue the right opportunity.
Your Pannónia application route
01. Can international students apply for Pannónia in 2027?
Some can, but international nationality alone does not establish eligibility. Your enrolment, residence status, existing scholarship and mobility category matter. For example, Debrecen’s research call accepts active master’s and doctoral students; undivided-programme students need seven completed semesters. Applicants must be Hungarian citizens or hold a valid residence permit covering application and travel.
Semmelweis lists narrower citizenship/residence categories, so Debrecen’s residence-permit rule cannot be assumed elsewhere. Likewise, Óbuda permits Stipendium Hungaricum holders only on short-term mobility, while BGE’s listed long-term study call excludes them.
My recommendation is to establish eligibility at your current university before approaching an overseas host. A promising placement cannot override the sending university’s rules.
02. Which Hungarian universities have announced 2027 opportunities?
Several universities have published calls covering 2027, but their application stages differ. Use this comparison to identify a usable route rather than treating every announcement as open.
| Sending university | Verified opportunity and status |
|---|---|
| University of Debrecen | Long-term research mobility: monthly applications; 2–5 months abroad. |
| Óbuda University | Spring 2026/27 call published; outgoing exchange portal open. |
| Semmelweis University | Study-mobility page announces a future application window. |
| University of Pécs | Spring 2027 Excellence call published; deadline passed. |
| Budapest University of Economics and Business (BGE) | 2026/27 long-term study call published; listed round closed. |
Further institutional rounds may follow, but there is no verified universal opening calendar for additional universities. Search your university’s international-office pages for “Pannónia 2026/27”, “spring 2027” and your mobility category. Do not wait for a nationwide launch when your own call is already accepting applications.
03. How much does Pannónia pay, and is it fully funded?
Standard long-term student grants generally range from HUF 350,000 to HUF 400,000 monthly, depending on destination. Excellence mobility generally offers HUF 450,000–500,000 monthly, with additional tuition, travel and accommodation support available under its rules.
These are different funding routes, not interchangeable benefits. Universities warn that grants may leave costs uncovered. BGE’s exchange call waives host tuition but retains home-university payment obligations.
I would compare the remaining cost of each eligible destination rather than chase the largest stipend. An affordable placement offering recognised courses or access to relevant research equipment may serve your degree better.
04. How do you apply through your Hungarian university?
- Select your institutional call. Start with the Debrecen research call, Óbuda calls, or Semmelweis study-mobility instructions, according to your enrolment.
- Build an academically useful placement. Select an eligible host and agree how its courses or research will contribute to your degree. Debrecen research applicants need host acceptance and a supervisor-approved research plan.
- Prepare the evidence. Debrecen requests academic records, B2 language evidence, a photo CV and motivation statement alongside research documents. Óbuda also requires an active-status certificate and supporting academic records.
- Submit to the sending institution. Follow Debrecen’s online-system instructions; Óbuda applicants use its outgoing exchange portal. Semmelweis manages applications through My Semmelweis.
- Complete approval before departure. Finalise the required learning/research and grant agreements, host arrangements, insurance and visa where applicable. Selection and permission to travel are separate administrative stages.
05. Pannónia questions that change your application
Can I use Pannónia to start a Hungarian degree from abroad?
The outgoing calls described here require existing enrolment at the sending university. They do not award admission to a new full degree in Hungary.
Is IELTS compulsory for every Pannónia application?
No universal IELTS rule applies. BGE accepts specified university language evidence, while Pécs’s Excellence call requires at least C1 proficiency; the host’s requirements also matter.
Can I study in my country of citizenship?
Debrecen’s research call and Óbuda’s published instructions prohibit mobility in your country of citizenship. Choose another eligible destination under those calls.
06. Pannónia 2027 application deadlines
Debrecen research: last day of each month, at least one month before mobility; eligible travel runs from 1 September 2026 to 31 August 2027.
Óbuda exchange: portal window 1 September–30 October 2026. Its call additionally requires submission at least three weeks before the host nomination deadline; meet both limits.
Semmelweis study mobility: applications 1 November–20 December 2026 for mobility within 1 February–30 April 2027.
Closed rounds: Pécs Excellence closed on 12 October 2026; BGE’s listed study round closed on 8 April 2026. Future rounds require a fresh announcement.
