- Be citizens of MTCP recipient countries (typically countries listed as developing nations under Malaysia’s foreign aid framework).
- Be under 45 years of age at the time of application.
- Possess a Bachelor’s degree with at least a Second Class Upper (Honours) or a minimum CGPA of 3.50.
- Fulfill English language requirements through one of the following:
- IELTS score of 6.0 or above, or
- TOEFL iBT score of 60 or above, or
- Proof that their previous academic degree was conducted entirely in English.
