Eligibility Requirements
1# General Eligibility:

- Applicants must meet the admissions criteria for their chosen program at the University of Oulu.
- Applicants must be liable to pay the international tuition fee.
- The University of Oulu International Scholarship can only be awarded once per student.
2. Citizenship-Based Eligibility:
EU/EEA Citizens & Swiss Nationals: Students from EU/EEA countries or Switzerland are exempt from tuition fees and do not require scholarships.
Non-EU/EEA Citizens: Students who are citizens of non-EU/EEA countries are required to pay tuition fees unless they meet any of the exceptions listed below:

- Students studying in Finnish degree programs.
- Students with family members who are citizens of EU/EEA countries or Switzerland.
- Students holding:
- EU Blue Card
- Permanent Residence Permit (Type P)
- Continuous Residence Permit in Finland (Type A, excluding student visas)
- EU Residence Permit for third-country citizens (Type P-EU)
- EU Family Member’s Residence Card in Finland
- Brexit Permit.
UK Citizens: UK citizens with right of residence under the Brexit Withdrawal Agreement are exempt from tuition fees. And UK citizens without this residence permit must pay tuition fees but are eligible to apply for scholarships.
