SAR100,000 Fine for Misusing Visit Visas During Hajj 2025 – Saudi Interior Ministry Issues Alert
In a firm move to enforce Hajj security and safety protocols, the Saudi Ministry of Interior has issued a strict warning to residents, citizens, and international visitors regarding the misuse of visit visas during the Hajj season.
What’s the New Rule?
Anyone found issuing visit visas for individuals who attempt to enter Makkah or perform Hajj without a valid permit will face a fine of up to SAR100,000 per individual. The fine multiplies with each person included in the violation.
This ruling is in effect from Dhu Al-Qi’dah 1 to Dhu Al-Hijjah 14, 1446 AH, during which entry to Makkah and other sacred sites is strictly controlled for crowd and safety management.
Who’s at Risk of the Fine?
- People who sponsor or invite others on visit visas with the intention of Hajj without official permits
- Anyone aiding or facilitating unauthorized entry into Makkah
- Those attempting to bypass the Hajj permit system by misusing short-term visit visas.
What the Ministry of Hajj Says?
“We urge full compliance with Hajj regulations to preserve the safety and sanctity of the pilgrimage and to ensure a smooth, secure environment for all pilgrims,” the Interior Ministry stated.
