Multiple China Government Scholarship Applications Not Allowed Anymore – New Policy Announced
For years, one of the most common pieces of China scholarship advice was simple: apply to several Chinese universities under the Chinese Government Scholarship and hope that one accepts you. That strategy no longer works for CSC Type B applicants.
Under the current Chinese Government Scholarship application rules, an applicant can submit only one Type B application in an academic year. If you are interested in five Chinese universities, you may research and contact all five, but your submitted CSC Type B application must ultimately identify one university as your final Type B choice. Current University of Shanghai for Science and Technology guidance states this restriction explicitly.
This matters particularly for students preparing for the September 2027 intake, because much of the older advice still circulating online was written when applicants commonly tried several CSC university options.
High-Level Graduate and Silk Road Are Not Extra CSC Chances
Another mistake applicants should avoid is treating the High-Level Graduate Program and Silk Road Program as completely separate opportunities that allow multiple Type B university applications.
They operate under the Chinese Government Scholarship Type B framework. Chongqing University’s 2026 Silk Road call, for example, explicitly describes Silk Road as a sub-program of CSC Type B, while Shanghai International Studies University lists both High-Level Graduate and Silk Road under its Category B independent-enrollment program.
So the smarter strategy is no longer “apply everywhere.” It is “choose where you have the strongest probability of being nominated.”
How Can You Increase Your Scholarship Chances Now?
Start by shortlisting perhaps five to eight universities before touching the CSC application. Compare your degree background, GPA, research interests, language score and proposed study field against each university’s requirements.
Then reduce that list to universities where your profile is genuinely competitive.
For Master’s and PhD applicants, investigate faculty members and supervisors working in your research area. Even where a supervisor acceptance letter is not compulsory, having a strong academic match can make your application much more convincing.
Also look carefully at the university’s internal selection procedure. Type B scholarships are increasingly university-driven. Chongqing University, for example, conducts qualification and academic assessment, may interview applicants, nominates selected candidates, and only then sends those nominations to CSC for final review.
That means choosing an extremely famous university simply because of its ranking may actually reduce your chances if your academic profile is weak compared with its applicant pool.
1 CSC Type B Scholarship Application Does Not Mean 1 Scholarship Strategy
Applicants should also understand the distinction between Type A and Type B.
Type A normally operates through an embassy, government or authorized dispatching authority in the applicant’s country, while Type B applications are submitted through participating Chinese universities. The two are different application channels. Current Chinese government guidance continues to list Bilateral Programs as Type A and University Programs as Type B.
You can also investigate university-funded, provincial, municipal and other institutional scholarships where their individual rules allow applications. However, receiving multiple offers is different from holding multiple Chinese scholarships simultaneously; CSC scholarship recipients generally cannot simultaneously receive another Chinese government or university scholarship, except qualifying one-time awards.
The New Rule Actually Rewards Better Applicants
The one-Type-B-university restriction looks like bad news, but it changes the game in a useful way.
For the 2027 intake, successful applicants should stop sending generic applications to numerous universities. Research first, identify your strongest academic match, prepare a targeted study plan or research proposal, approach the right faculty where relevant, and spend your single CSC Type B application where it has the highest probability of success.
China’s scholarship system is becoming less about the number of applications you submit — and increasingly about how intelligently you choose your one application.
