Application Method: Erasmus Mundus MAPP Scholarship 2027–2029 Admissions Routes

Most public-policy Master’s degrees ask applicants to choose one university, one country and one academic system. Mundus MAPP does almost the opposite. The 2027–2029 MAPP scholarship by Erasmus Mundus intake lets selected students move across two European universities, study a specialized public-policy track, and compete for an EU scholarship worth €1,400 per month for up to 24 months plus full tuition coverage.

That combination is exactly why the programme attracts so much attention—and why applicants often underestimate how competitive the scholarship side really is.

The new cycle of MAPP scholarship in Europe is expected to open on September 1, 2026, but anyone chasing the Erasmus Mundus scholarship should already be preparing. The funding deadline is December 1, 2026, months earlier than the later self-funded deadlines, and one application must do several jobs at once: prove academic strength, justify the mobility track, show policy fit, and convince the consortium that you belong among the highest-ranked candidates.

There is another reason to prepare carefully. Recent applicant discussions are full of people who were admitted to Erasmus Mundus programmes but did not receive the scholarship. That distinction matters here because Mundus MAPP is financially attractive when funded, but considerably more expensive when self-funded.

So before choosing a track or drafting the 500-word statement of purpose, applicants need to understand three things clearly: what the scholarship really pays, what kind of profile the consortium prefers, and how admission differs from scholarship selection.

What Does the Erasmus Mundus Scholarship Actually Cover?

Successful EMJM-MAPP 2029 Scholarship winning scholars will receive a €1,400 monthly contribution for 24 months, giving a maximum scholarship payment of €33,600, plus a full tuition waiver. The consortium also arranges qualifying health insurance for enrolled students.

Applicants should understand one detail that scholarship summaries often blur: the €1,400 is intended to help meet living, installation, visa and travel costs; those expenses are not necessarily paid again as separate reimbursements.

Students should also budget for the programme’s study visit and Winter School, each currently estimated at roughly €600–€1,000, along with relevant international travel and visa expenses.

Four Tracks — and You Can Choose Only One

MAPP is not a Master’s where you select universities after admission. Applicants choose one mobility track when applying:

• CEU–IBEI: Global Public Policy — Vienna + Barcelona
• CEU–York: European Public Policy — Vienna + York
• ISS–IBEI: Political Economy and Development — The Hague + Barcelona
• ISS–York: Governance and Development — The Hague + York

The choice should reflect your career direction. Global-policy applicants may lean towards CEU–IBEI; development, NGO, international-organization and research profiles may find the ISS routes particularly relevant.

There is also an unusual residence rule: your compulsory study periods must take place in two countries different from your country of residence when applying/enrolling. Virtual mobility cannot replace this requirement.

Who Is Academically Eligible for EMJM-MAPP Scholarship?

Applicants need at least a three-year bachelor’s degree from a recognized institution and normally a minimum 3.17/4.0 GPA or equivalent/Upper Second-Class level.

Social-science backgrounds receive preference. Importantly, the consortium states that applicants holding bachelor’s degrees in Natural Sciences or Engineering are not eligible.

Work experience is not compulsory, despite a recurring concern among applicants. Relevant policy, governance, development, NGO or research experience can strengthen a profile, but someone coming directly from university can still apply.

Already having a Master’s also does not automatically disqualify you; however, the consortium says scholarship priority is given to candidates who have not already had the opportunity to study at postgraduate level.

IELTS Waiver? This Rule Is More Restrictive Than Applicants Expect

The standard accepted scores for MAPP-EMJM scholarship include:

• IELTS Academic: 7.0
• TOEFL iBT: 95
• PTE Academic: 76
• Duolingo English Test: 130
• Cambridge C1 Advanced or C2 Proficiency at the stated levels.

Some applicants can receive a waiver based on nationality and previous English-medium study, but simply possessing a “medium of instruction” certificate from any university worldwide does not automatically guarantee exemption.

Applicants choosing an ISS track should also check Dutch immigration rules because some admitted students may later face additional English-proof requirements for the Netherlands visa process.

Submit Your Application for MAPP Scholarship in This Order

The whole application is centrally handled through Central European University, even when your chosen track begins at ISS. Do not apply separately to York, IBEI or ISS.

• Choose one mobility track.
• Create the online CEU application.
• Upload your degree records and transcripts.
• Prepare a full CV, including publications if applicable.
• Write a maximum 500-word Statement of Purpose covering your motivation, research interests, relevant experience, future plans and chosen track.
• Upload your valid English-language evidence or qualifying waiver documentation.
• Enter details for two referees, preferably including at least one academic referee.
• Submit the application.
• Remind your referees immediately: they receive upload links after submission and normally have only 7 days to provide their letters.
• Select MAPP 2027-2029 EMJM scholarship consideration inside the application form and submit by December 1, 2026. There is no separate EMJM scholarship application required.

Applicants do not pay CEU’s application fee for Mundus MAPP unless they are simultaneously applying to other CEU programmes.

The last date to compete for the Erasmus Mundus MAPP Scholarship 2027–2029 is December 1, 2026 at 23:59 CET.
