First Check: Is Your Country Actually Eligible?

This is not a scholarship for every Commonwealth citizen.

For the 2027–28 PhD competition, the CSC currently lists applicants from Bangladesh, The Gambia, Kiribati, Lesotho, Malawi, Mozambique, Nigeria, Pakistan, Rwanda, Sierra Leone, Solomon Islands, Sri Lanka, Tanzania, Togo, Tuvalu, Uganda and Zambia. Applicants must normally be citizens of—or hold qualifying refugee status in—an eligible country and be permanently resident there.

So an excellent applicant from an unlisted Commonwealth country cannot simply use this particular PhD route; another CSC scheme or university scholarship may be more appropriate.

What Does “Fully Funded” Actually Mean Here?

The Commonwealth PhD Scholarship is designed for researchers who could not otherwise afford doctoral study in Britain.

The package covers approved tuition fees, return airfare and a monthly living allowance, with further support potentially available for approved study travel, thesis-related costs and eligible family circumstances.

This is why the scholarship is fundamentally different from a university fee discount: the intention is to make three years of doctoral research financially possible, not merely reduce the tuition bill.

Can You Apply With a 2:2 Degree for Commonwealth PhD?

Possibly—but not with a 2:2 alone.

By September 2027, applicants should normally hold at least an upper-second-class (2:1) honours degree or its international equivalent. Someone with a lower-second-class qualification may still qualify when it is combined with a relevant postgraduate qualification, normally a Master’s degree.

There is no general CSC age ceiling. The more important filters are your academic record, nationality, research readiness and doctoral-registration history.

One unusual restriction deserves attention: applicants must not already be registered for a PhD, or an MPhil leading to a PhD, at a UK university or in their home country before September/October 2026.

Your Research Proposal Cannot Simply Be “Interesting”

The CSC is looking for research with a convincing developmental consequence.

Your PhD needs to connect with one of six development themes: science and technology; population health; innovation and entrepreneurship; peace, security and governance; resilience to crises; or access, inclusion and opportunity.

This does not confine applicants to six degree titles. Engineering, AI, agriculture, climate science, public health, economics, education, governance and many other disciplines can fit—provided the applicant can explain what problem the research addresses and who benefits from the eventual results.

CSC assessors specifically consider research quality, feasibility, clarity and whether the project appears achievable within three years. Development impact is also judged through expected outcomes, beneficiaries and how the applicant plans to use the resulting knowledge back home.

How to Apply for PHD Scholarship by Commonwealth?

Step 1 — Develop your doctoral research direction.
Before filling boxes in an application portal, identify the research problem, likely methodology and development impact.

Step 2 — Research UK universities and potential supervisors.
The CSC allows PhD applicants to list up to three institutions in preference order. Those choices matter because the order cannot later simply be rearranged.

Step 3 — Find your country’s nominating route.
