France Excellence-DOST Scholarship 2026 Open

France has officially opened applications for the France Excellence–DOST Scholarship 2026, a prestigious fully supported pathway for students pursuing master’s and doctoral degrees in the natural sciences at French public universities. Administered through a partnership between the Embassy of France and the Philippines’ Department of Science and Technology – Science Education Institute (DOST-SEI), this program is designed to build the next generation of high-impact researchers and innovators.

Although this scholarship is country-specific, it remains highly relevant to international applicants worldwide because it illustrates how France structures its flagship France Excellence funding schemes—many of which are replicated in other countries through bilateral agreements.


What Is the France Excellence–DOST Scholarship?

The France Excellence–DOST Scholarship (formerly PhilFrance-DOST) is the successor to the PhilFrance Scholarship launched in 2016 to commemorate 70 years of diplomatic relations between France and the Philippines. It supports outstanding students admitted to French public higher education institutions offering state-recognized Diplôme National degrees at the M1, M2, or PhD level.

The scholarship focuses specifically on natural sciences and research-driven programs, aligning with France’s national research priorities and the Philippines’ science and technology development goals.


What the Scholarship Covers?

The funding package is jointly administered, with clearly divided responsibilities between France and DOST-SEI.

Support Provided by the Embassy of France

Successful scholars receive institutional and financial support that reduces the core cost of studying in France:

  • Coverage of official enrollment fees (frais d’inscription) at public institutions:
    1. Up to EUR 3,879 per year for master’s programs
    2. EUR 391 per year for doctoral programs
  • Exemption from CVEC (Student and Campus Life Contribution) upon obtaining an exemption certificate
  • Comprehensive health coverage, including French social security and supplementary insurance (mutuelle)
  • Discounted access to cultural activities organized by Campus France
  • Exemption from long-stay student visa fees (TLS Contact service fees still apply)

Important note for all applicants: As of 2025, student accommodation at preferential rates is no longer included, meaning scholars must independently arrange housing in France.


Support Provided by DOST–SEI

The Department of Science and Technology ensures scholars can sustain themselves throughout the program:

  • A monthly living stipend, calculated according to DOST standards
  • Round-trip economy airfare from Manila to the French city of study and back upon completion.

Programs That Are Not Eligible

Applicants from any country should note that the following are not supported under France Excellence frameworks:

  • Programs offered by non-French institutions operating in France
  • Programs delivered at French institutions’ overseas campuses
  • Joint or dual degrees, including Erasmus Mundus programs
  • Vocational or short-term professional courses (culinary arts, fashion workshops, etc.)

DOST–SEI Requirements

In addition to French Embassy documents, applicants must submit:

  • Completed DOST application forms
  • A budget breakdown with justification
  • A narrative re-entry plan explaining post-study contribution
  • NBI clearance, birth certificate, and medical certificate
  • Two academic recommendation letters
  • Employer endorsements and leave authorization (if currently employed)

Application Timeline for 2026 Intake

The application window for the France Excellence–DOST Scholarship 2026 opens on 1 December 2025, and the final deadline to submit all applications is 17 March 2026.
