The Hong Kong PhD Fellowship Scheme (HKPFS) 2025–2026 is now open for international applicants. Launched by the Research Grants Council (RGC) of Hong Kong in 2009, this elite fellowship aims to attract the world’s top talents to undertake full-time PhD studies in eight (08) leading universities across Hong Kong.

You can choose to study at any of the following globally-ranked institutions:
- The Chinese University of Hong Kong
- City University of Hong Kong
- Lingnan University
- The Education University of Hong Kong
- Hong Kong Baptist University
- The Hong Kong University of Science and Technology
- The Hong Kong Polytechnic University
- The University of Hong Kong.
Who Can Apply?
Anyone seeking admission as a new full-time PhD student at the participating universities for the 2025–2026 academic year is eligible—regardless of nationality, ethnicity, or prior work experience.
Applicants must showcase:
- Outstanding academic performance
- Proven research ability and potential
- Strong communication and interpersonal skills
- Demonstrated leadership qualities.
What You’ll Receive?
Each awardee under the HKPFS 2025–26 will receive:

Annual Stipend | HK$337,200 (≈ USD $43,230) |
Conference & Research Travel Allowance | HK$14,000/year (≈ USD $1,790) |
Duration | Up to 3 years (with potential university extension support) |
Number of Fellowships | 400 prestigious awards available |
Note: If your PhD extends beyond 3 years, additional financial support may be available from your chosen university.
Selection Process & Evaluation Criteria
Applications will be reviewed by two disciplinary selection panels based on field of study:
- Sciences, Medicine, Engineering and Technology
- Humanities, Social Sciences and Business Studies
Evaluation Criteria:
- Academic excellence (primary consideration)
- Research ability and future potential
- Communication and interpersonal skills
- Leadership capacity.
