The General Secretariat of the Organization of American States (GS/OAS) and the University of Texas at El Paso (UTEP) continue their strong academic partnership in 2026 with the launch of the OAS–UTEP PAEC Scholarship Program. This prestigious initiative supports outstanding graduate students from across the Americas who are committed to academic excellence and to contributing meaningfully to the development of their home countries.

Scholarship Overview

The OAS–UTEP PAEC Scholarship 2026 is awarded to high-achieving international graduate students admitted to UTEP. The program recognizes academic merit, leadership potential, and a strong commitment to regional development.

Recipients must maintain satisfactory academic progress throughout their studies and comply with both GS/OAS and UTEP academic and administrative requirements.

Expenses Not Covered: Scholarship recipients are responsible for covering the following costs:

  • Remaining tuition and institutional fees
  • Application fee
  • Health insurance
  • Housing and meals
  • Books and academic supplies
  • Any additional personal or university-related expenses.

Eligibility Requirements

To qualify for the OAS–UTEP PAEC Scholarship 2026, applicants must meet all of the following conditions:

  • Admission to UTEP: Must be admitted to a graduate program at UTEP for the Fall 2026 semester.
  • International Student Status: Must be classified as an international student by UTEP.
  • Citizenship or Legal Residency: Must hold a passport from or maintain legal residency in an OAS Member State, including:
    Antigua and Barbuda, Argentina, Bahamas, Barbados, Belize, Bolivia, Brazil, Canada, Chile, Colombia, Costa Rica, Cuba, Dominica, Dominican Republic, Ecuador, El Salvador, Grenada, Guatemala, Guyana, Haiti, Honduras, Jamaica, Mexico, Panama, Paraguay, Peru, Saint Kitts and Nevis, Saint Lucia, Saint Vincent and the Grenadines, Suriname, Trinidad and Tobago, Uruguay, or Venezuela.
  • Special Requirement for Argentina: Applicants residing in Argentina must submit the designated form to Argentina’s National Liaison Office (ONE).
  • Exclusions: The scholarship is not open to:
    • Current OAS Scholarship recipients
    • GS/OAS staff members, consultants, or permanent employees
    • Immediate family members of GS/OAS staff or consultants.

Scholarship Acceptance and Student Obligations

Students awarded the OAS–UTEP PAEC Scholarship must:

  • Sign the official OAS–UTEP Acceptance Form confirming agreement with all scholarship conditions.
  • Maintain good academic standing with a minimum GPA equivalent to 2.0 on a 4.0 scale.
  • Fulfill all remaining financial responsibilities not covered by the scholarship.
  • Commit to returning to their home country or legal residence in an OAS Member State after completing their degree program.
