Romania Government Fully Funded Scholarship 2025 for Overseas Students
The Romanian Government, through the Ministry of Foreign Affairs, has announced the Romania Government Scholarship 2025, offering a fully funded opportunity for non-EU students to pursue undergraduate, master’s, and PhD studies at accredited universities in Romania.
Scholarship Benefits
Recipients of the Romania Government Scholarship will receive:
- Full Tuition Coverage for the entire duration of their selected academic program.
- Monthly Stipend, based on the level of study the stipend of 65 euros will be paid to bachelor’s students, Master’s students will be paid 75 Euros, and PhD students will receive 85 Euros.
- Accommodation Subsidy in student dormitories (subject to availability).
- A One-Year Preparatory Course in Romanian for students applying for undergraduate and master’s programs.
- Access to Public Transport under the same conditions as Romanian students.
- Exemption from Registration and Visa Fees.
Eligibility Criteria
The Romania Government Scholarship is available to non-EU nationals who:
- Have an academic performance of at least 7/10 (or equivalent ‘Good’ score) in their last graduated school.
- Submit a complete application with all required documents.
- Meet specific criteria for their chosen degree program.
- Are not Romanian citizens or holders of another form of protection in Romania.
- Are not family members of diplomatic personnel accredited in Romania.
Available Programs
Students can apply for degree programs in all fields except Medicine, Dental Medicine, and Pharmacy. The scholarship covers:
- Bachelor’s Programs (3-6 years, conducted in Romanian).
- Master’s Programs (1-2 years, conducted in Romanian).
- PhD Programs (3-5 years, available in Romanian or other foreign languages, as per university regulations).
For students who do not speak Romanian, a one-year preparatory course is included before the start of their studies, except for PhD applicants opting for programs in English or another language.

- Diplomas and transcripts (translated into English, French, Spanish, or Romanian)
- Birth certificate (translated)
- Passport or national identity card (translated)
- Curriculum Vitae (CV) in English or French
- Doctoral candidates must submit a Letter of Intent with research details and an acceptance letter from a doctoral tutor.

Application Deadline
The last date to apply for Romania Government Scholarship for the class October 2025 batch is set to March 12, 2025 and results are expected to be announced on June 30, 2025.
