That distinction matters because Open Doors is not one identical application for every degree level.

Who Can Enter the 2027 Competition?

Open Doors is open to foreign citizens and stateless persons, including compatriots living outside Russia. The competition operates in English and Russian and does not charge an application fee.

Eligibility depends heavily on age and existing education.

1. Bachelor’s candidates must be 16–23 and hold, or be completing, a qualification that permits university entry.
2. Master’s applicants must be 20–33, hold or be completing at least a Bachelor’s qualification, and must not already hold a Master’s or Specialist degree.

What Does Winning Open Doors Actually Pay For in 2027?

The strongest guaranteed benefit is tuition-free admission under the Russian Government education quota for winners in the Bachelor’s, Master’s and PhD tracks. Winners receive priority when selecting an eligible degree at participating universities.

Applicants who need Russian-language preparation can also receive a federally funded preparatory program before beginning a Russian-taught degree.

Applicants should nevertheless be careful with the phrase “fully funded.” Additional Russian Government grant support may be available to qualifying winners or runners-up who obtain quota admission and agree to undertake full-time study in Russian, but this broader grant should not be treated as automatically guaranteed to every Open Doors winner.

Postdoctoral winners do not receive a degree scholarship; they are offered a research position at an organizing university.

How the Open Doors Scholarship Application Works — Stage by Stage

The first thing to understand is that you do not submit a complete Russian university admission dossier at the beginning. The competition first establishes whether you are strong enough to win the Open Doors right. Formal university placement comes afterward.

Stage 1 — Registration, Entry Test and Portfolio

The first stage of Russia open doors scholarship runs from August 20 to November 13, 2026, but applicants must complete registration and finish editing their profile by November 1.

Start by creating one account on the official Open Doors platform. You will enter personal information, choose your track, select your subject area or research intended program (3 Maximum), and choose English or Russian as your competition language. Only one account is allowed during a competition year.

You then build your portfolio.

What Documents Do You Really Need in Stage 1?

Applicants sometimes overcomplicate the initial round. The core portfolio revolves around your motivation letter and evidence of your education, alongside the online entry test. You may then strengthen the portfolio with supporting evidence of academic, research or professional achievements.

Your passport is also mandatory by the registration deadline because the same passport is used for identity checks in later stages. The name, citizenship and date of birth entered in your account must exactly match the passport, including the spelling shown in its machine-readable zone.

Can You Apply in More Than One Subject Area?

Yes. Open Doors says there is no fixed limit on the number of subject areas in which a participant can compete but i’d recommend you to apply for 3 subject areas at maximum, but you need a motivation letter for every subject area you select.

There is a practical problem, however: every subject area you reach in Stage 2 can require its own examination, and examination schedules may overlap.

So selecting three subject areas could potentially mean preparing for three separate Stage 2 assessments—it does not mean every applicant is automatically required to choose three subjects or take three exams.

Applicants should therefore select multiple subject areas only if they genuinely have the academic background to compete in each.

Stage 1 Result Announcement — November 13, 2026

Open Doors publishes the results of the portfolio stage on November 13, 2026. Successful applicants see their status in their personal account, while lists of those progressing are also published on the relevant subject-area pages.

Portfolio evaluation itself is not subject to appeal. If your name advances, the competition becomes much more examination-driven.

Stage 2 — Online Proctored Examination

Bachelor’s, Master’s and PhD applicants who pass Stage 1 must register for Stage 2 and choose an available examination slot by November 16, 2026. The examination is conducted entirely online using proctoring software.

Your webcam and computer desktop are recorded, and your identity is verified against the passport uploaded during Stage 1. Applicants who fail the identity check cannot take the assessment.

The total session lasts 180 minutes:

• approximately 175 minutes for written-response tasks; and
• 5 minutes for an oral-response task.

What Documents Are Needed at Stage 2?

There is no new full university document package merely because you qualify for the examination.

Stage 2 primarily requires:

• your active Open Doors account;
• your previously uploaded passport;
• successful identity verification;
• registration for a subject-area exam slot; and
• suitable webcam, computer and internet access.

The extensive government quota admission documents arrive after you have won or become an eligible runner-up.

What Happens After Stage 2?

Bachelor’s and Master’s candidates effectively finish their competitive process here.

Their winners and runners-up are scheduled to be announced on December 21, 2026.

PhD candidates who perform strongly enough do not become winners immediately. They move to a third stage. Postdoctoral applicants also progress to Stage 3, although their Stage 2 is different: instead of the academic examination used for degree tracks, they submit a video presentation of their research achievements, due by December 6, 2026.

Stage 3 — PhD Supervisor Interviews (Only for Phd/Postdoc’s)

This is where Open Doors becomes quite different from a conventional PhD scholarship.

The third stage runs from December 22, 2026 to February 26, 2027. PhD applicants who qualify can interview with prospective supervisors and doctoral-track managers.

A candidate can participate in:

• up to three interviews with prospective research supervisors; and
• up to three interviews with Doctoral Track managers.

• For a PhD candidate, supervisor interest can ultimately decide whether the scholarship becomes usable.

Open Doors designates a doctoral candidate as a winner when at least one prospective supervisor agrees to supervise the applicant or a Doctoral Track manager recommends the candidate for admission.

What About Postdoctoral Applicants?

Postdoctoral candidates also complete three stages, but their pathway is different.

Stage 1 remains portfolio-based. Stage 2 requires a video presentation of research results, while Stage 3 involves interviews with research project leaders. A Postdoctoral candidate can attend up to six (06) such interviews.

The purpose is employment rather than degree admission. A Postdoctoral participant becomes a winner when at least one research-project leader agrees to employ them on the relevant project.

This part is frequently misunderstood. Bachelor’s and Master’s winners or eligible runners-up later complete the official application for Russian Government quota admission.

At that stage, they choose:

• the language of instruction;
• one field of study or specialization corresponding to their winning subject area; and
• up to six Russian universities in order of preference offering that field.

So the early competition stage should not be confused with final university placement.

A PhD winner follows a different route. The applicant selects an eligible organizing university—and where applicable the supervisor—from among those whose supervisors or Doctoral Track managers have already expressed willingness to admit them.

When Do the Formal Admission Documents Become Necessary?

Once winners or runners-up are officially announced, Open Doors sends instructions for registering in the Russian Ministry of Science and Higher Education’s information system.

The exact document list, submission dates and procedure are provided in the winner’s personal account and sent by email within 10 calendar days after publication of the winner or runner-up lists.

That timing is useful for applicants who worry that they need legalized, translated and finalized university-admission paperwork before even knowing whether they passed Stage 1.

You do not.

Prepare important documents early, but understand that the competition portfolio and the later Russian Government quota admission are two different administrative stages.

Do You Need IELTS to Apply for Open Doors?

Open Doors itself operates in English or Russian, and there is no single universal IELTS requirement for entering the competition.

The complication arrives when you finally enroll.

The admitting Russian university may require documentary evidence or an assessment showing that you have sufficient proficiency in the language of instruction.

An applicant can therefore enter Open Doors without treating IELTS as a blanket competition requirement, but should still check the language rules of the eventual degree program.

Why Good Applicants Still Lose Open Doors

Open Doors rewards more than simply possessing a high GPA.

Applicants can weaken an otherwise strong profile by writing a generic motivation letter, choosing several unrelated subject areas, uploading achievements that do not support the chosen field, underestimating the Stage 2 examination, or waiting until the final days to test their webcam and proctoring setup.

PhD candidates face an additional hurdle: a technically strong Stage 2 result is not enough if their proposed research does not attract a willing supervisor.

A better strategy is to make every stage tell the same story—your previous studies, motivation letter, achievements, exam preparation and proposed future degree should all point logically toward the same academic field.
