As part of a bold initiative launched during the 2024 Commonwealth Heads of Government Meeting (CHOGM) in Samoa, the UK has unveiled a Time Limited Programme (TLP) offering up to 40 Commonwealth Master’s Scholarships over two years exclusively for talented students from SIDS. This strategic educational investment reflects the UK’s commitment to empowering young leaders from vulnerable nations and fostering resilient, prosperous Commonwealth communities.
About the Time Limited Programme (TLP)
Announced by UK Prime Minister Keir Starmer and Foreign Secretary David Lammy, the TLP aims to:
- Strengthen intra-Commonwealth prosperity and trade
- Boost access to high-quality education and skill development
- Support human rights, good governance, and democratic values
- Build climate-resilient societies in vulnerable regions.
To support these pillars, 20 Master’s scholarships will be awarded in 2026 and another 20 in 2027, ringfenced for applicants pursuing studies in relevant fields such as environmental science, climate policy, international development, governance, or public health.
Benefits and Funding
Recipients of the TLP Commonwealth Master’s Scholarships can expect:
- Full tuition fee coverage at a UK university
- Monthly living allowance (stipend)
- Round-trip airfare to and from the UK
- Thesis grant (if applicable)
- Study travel grant for educational visits within the UK

Eligible Countries – Small Island Developing States (SIDS)
Eligible countries for this scholarship include Jamaica, Nauru, Saint Lucia, Tuvalu, Papua New Guinea, Grenada, Kiribati, Saint Vincent and the Grenadines, Belize, Vanuatu, Samoa, Fiji, Dominica, Tonga, Solomon Islands, Guyana, Maldives, and Mauritius.
Eligibility Criteria
To apply for this exclusive Master’s award, applicants must:
- Be a citizen of one of the listed SIDS Commonwealth countries
- Hold a first degree of at least upper second-class honours standard (or equivalent)
- Intend to pursue a full-time taught Master’s degree at a UK university in a field related to democracy, climate resilience, economic development, or societal empowerment
- Not already be registered for a Master’s program in the UK
- Apply through one of the CSC’s approved nominating agencies – either a national agency or an eligible NGO.
