UIBE CSC Scholarship 2027–2028: MS/PhD Admissions Without IELTS and Acceptance Letter
A Preparation Guide for Master’s and PhD Applicants for CSC Scholarships at UIBE in 2027
The University of International Business and Economics (UIBE) is expected to open its Chinese Government Scholarship application window for 2027–2028 soon. If you are planning a master’s or PhD in international relations, economics, finance, law, business or a related field, this is the time to organize your academic records and begin shaping your study proposal. UIBE’s previous High-Level Postgraduate call appeared in late October, making early preparation especially useful for applicants who need transcripts, recommendation letters or English-medium-of-instruction evidence.
The scholarship is a university-recommended Chinese Government Scholarship route for postgraduate applicants. In the previous call, students applied through the CSC system and also sent their documents to UIBE; a university pre-admission letter still did not guarantee final scholarship approval. Use the previous cycle’s rules below to prepare, then follow UIBE’s 2027–2028 notice for final programme availability, dates and requirements.
01Who is a potential fit for UIBE’s postgraduate scholarship?
UIBE’s previous High-Level Postgraduate call was for international applicants seeking a master’s or doctoral degree. It required applicants to be citizens of countries other than China and in good physical and mental health. For a master’s, applicants needed a bachelor’s degree and had to be under 35; for a PhD, they needed a master’s degree and had to be under 40. Check the 2027–2028 notice for the final age and qualification rules.
The previous call included postgraduate fields such as international relations, international development, international law, public administration, international trade, finance, international business, digital economy, logistics and selected language programmes. Doctoral options included international relations, development, law, public policy and administration, business administration, economics, trade and finance. Available majors and teaching languages may change, so choose only after comparing your academic background with the new programme list.
The previous notice required at least three years of work experience for the International Master of Business Administration (IMBA). If that is your target, check your experience before investing time in the application. For other programmes, connect your prior study, research or professional experience to the subject you want to pursue; UIBE did not publish a GPA cutoff or selection score in that call.

02What funding and documents should you plan for?
In the previous UIBE call, the scholarship covered tuition, accommodation, a living allowance and medical insurance. The listed monthly allowance was RMB 3,000 for master’s students and RMB 3,500 for doctoral students. Treat these as previous-cycle figures while budgeting; the new notice and award letter will establish the actual 2027–2028 terms.
Language evidence depended on the programme’s teaching language. UIBE’s previous guide required HSK Level 5 or above, with a minimum of 180 points, for Chinese-taught programmes. For English-taught programmes, it listed IELTS 6.0 or TOEFL 86. Applicants whose previous degree was taught in English could submit an official medium-of-instruction certificate under that guide. I recommend requesting that certificate from your university early if it may apply to you.
The previous call also required a study proposal of at least 1,000 words and two recommendation letters from professors or associate professors. Start by collecting academic transcripts, degree documents, passport details and contact information for suitable referees. Medical examination and police clearance documents can have short validity periods, so arrange those after reading the new call’s timing instructions.
| Previous-call item | What to prepare | Applicant note |
|---|---|---|
| Degree and age | Bachelor’s and under 35 for master’s; master’s and under 40 for PhD | Recheck both rules in the 2027–2028 call. |
| Language | HSK 5 for Chinese-taught study; IELTS 6.0 or TOEFL 86 for English-taught study; previous English-medium degree proof accepted in the prior guide | Match the evidence to your chosen programme. |
| Academic case | At least 1,000-word study proposal and two professor or associate professor recommendations | Explain how your preparation supports your intended study. |
| Time-sensitive records | Medical examination and non-criminal record certificate | The prior guide said the medical result was valid for six months and the police certificate was usually issued within six months of application. |

03How do you apply for UIBE CSC Type B?
In UIBE’s previous High-Level Postgraduate call, applicants completed the Chinese Government Scholarship Information System form under Type B using UIBE’s agency number, 10036. They also emailed UIBE a matching application form and supporting documents. Follow the 2027–2028 notice for the current portal instructions, agency number, email address and subject line.
- Choose an eligible UIBE master’s or doctoral programme from the new scholarship notice and check its language, degree and experience conditions.
- Prepare your academic records, passport, language evidence, study proposal and two recommendation letters. Use the new call’s checklist for file format, translations and any additional documents.
- When the 2027–2028 application is available, complete the CSC form under Type B and use the agency number shown in UIBE’s current notice. The previous call used 10036.
- Send the matching documents to UIBE using the email and subject format in the current instructions. The previous call directed applicants to [email protected] with “UIBE + Type B” as the subject.
- If shortlisted, take part in UIBE’s academic review and interview. A pre-admission letter is not the final scholarship result; wait for formal admission and CSC confirmation before making plans that depend on the award.
Use UIBE’s official scholarship index to find the new call, read the 2026–2027 postgraduate guide as a preparation reference, and access the CSC application system when the relevant application is open.

04Questions applicants ask about UIBE CSC
Applicant discussions commonly focus on whether an English test can be waived, whether a supervisor’s acceptance is necessary and what a pre-admission letter means. UIBE’s previous guide helps clarify those points while you prepare for the next application window.
Can I apply without IELTS or TOEFL if my previous degree was taught in English?
UIBE’s previous guide allowed an official certificate confirming that the applicant’s prior degree was taught in English. Request the letter from your university and check the 2027–2028 call to see whether this evidence option remains available.
Can bachelor’s applicants apply for this UIBE scholarship?
The previous High-Level Postgraduate call covered master’s and PhD study only. Bachelor’s applicants should look for a separate UIBE scholarship notice that specifically includes undergraduate programmes.
Do I need a professor’s acceptance letter before applying?
The previous UIBE postgraduate guide required two academic recommendation letters and described a university review and interview, but did not list a professor’s acceptance letter as a required document. Follow the new call or department instructions if they add a supervisor-consent requirement.
Does a UIBE pre-admission letter mean I have won the scholarship?
No. UIBE’s previous notice said pre-admission was not the final admission result; it came before CSC’s final scholarship review. Wait for the formal admission notice and scholarship confirmation before relying on the award.

05When is the UIBE CSC 2027–2028 deadline?
UIBE’s 2027–2028 deadline will be set in the upcoming official call. The previous High-Level Postgraduate application closed on 28 February 2026; that date applied only to the 2026–2027 cycle and should not be reused for the next intake. Because the new window is approaching, begin assembling academic documents now and arrange short-validity records when the new instructions specify their timing.
Start with your programme shortlist, transcripts, referee contacts and proposal outline. Then follow UIBE’s dated 2027–2028 notice for the exact deadline, required systems and any changes to eligibility or funding before submitting.
