15 Highest Stipend Paying PhD Scholarships 2027 for International Students

Studying for a PhD abroad can look financially out of reach when you add international tuition, rent, insurance, and daily expenses. A fully funded scholarship can change that calculation: eligible awards cover tuition and also give you a monthly stipend to help pay your living costs while you research.

Some of these stipends may compare surprisingly well with early-career pay in certain places, but a scholarship stipend is not the same as a salary. Taxes, local prices, and what the award covers all matter. Your first challenge is simply comparing the offers: one university lists a monthly amount, another gives an annual figure, and some raise the stipend only after a milestone. This guide puts 15 international PhD funding routes on the same monthly scale and ranks them by their highest published stipend, so you can see which are worth exploring for your 2027 plans.

Think of the ranking as your starting shortlist, not a reason to chase the biggest number blindly. The right award is one that funds your research, covers tuition, and fits the way you want to build your career.

Study level: PhD / DPhil  |  Intake: 2027  |  Who can apply: International applicants, subject to each award’s country and field rules
What you can find: 15 PhD funding routes with tuition support and a living stipend
Ranking: Highest published recurring living allowance per month; annual grants divided by 12

01 · How did we compare stipends from different countries?

We ranked the highest recurring living allowance an international PhD student can receive, converted to a monthly figure. Annual stipends are divided by 12; where an award publishes a range, the table uses the highest stated rate and shows the range or condition. For example, the NUS Research Scholarship increases after the PhD qualifying examination, while KAUST’s stipend depends on qualifications and academic progress.

That gives you a fairer starting comparison, but it does not turn each stipend into the same real-world budget. Rent, taxes, insurance, housing support, and payment schedules differ by destination. Tuition coverage is described beside each award because a large allowance is less useful if you still face an overseas tuition bill. Rates for 2027–28 may change; this ranking uses the latest official figures available on 13 October 2026. The USD amounts are exchange-rate snapshots, not guaranteed take-home values.

Now let’s see where the published figures lead. As you scan the table, read each amount together with the subject and funding condition: a high stipend matters when the PhD itself is a genuine fit for you.

How to read the figures: Local stipend values come first; approximate USD amounts make currencies easier to compare. GBP, SGD, AUD, and HKD conversions use the ECB’s 13 October 2026 reference rates. Annual amounts divided by 12 are comparison figures, not necessarily the payment schedule. One-time benefits and non-cash support do not change the stipend rank.

The ranking answers “Which awards publish the largest stipend?” Your next question is more personal: “Could I win this award for my field, and would the funding work for my life there?” Use the checks below to turn the leaderboard into a focused application plan.

03 · How do you turn the ranking into a PhD shortlist?

  1. Start with your research fit. AI Singapore focuses on AI fundamental research; Stanford’s funding is for Biosciences PhD programs; A*STAR ACIS is for computing and information science; Imperial’s GTA Scholarship funds Business School PhDs. If your proposal belongs in one of these fields, explore that route first. If not, consider broader options such as Princeton support, NUS PGF, NTU NPGS, Gates Cambridge, or Clarendon.
  2. Check the international-student terms. Use the stipend listed for international students, not a higher domestic rate. Stanford describes its international fellowships as limited and competitive, while Commonwealth restricts applicants to eligible country groups. Confirm that your nationality and residency fit before investing time in an application.
  3. Read the full funding package. Check how tuition is covered, how long the stipend lasts, and whether any fees remain your responsibility. The table points to the official award pages; use them to confirm the current written terms for your own PhD program.
  4. Weigh the commitment alongside the money. AI Singapore and A*STAR ACIS require international awardees to complete Singapore-based service after study. NUS international award holders have teaching duties. These conditions may suit your career plans, but they should be part of your decision from the start.
  5. Compare a realistic monthly budget. Estimate housing, insurance, taxes, dependants, and when your first payment arrives. A stipend that looks lower on the chart may stretch further if accommodation is included or the local cost of living is lower. Use the host city—not just the USD conversion—to judge what the award can support.
  6. Map the application sequence. Some scholarships are linked to PhD admission or faculty nomination; others require a separate portal or a national nominator. Commonwealth applicants apply through CSC Central and to an approved nominator. Lingnan’s HKPFS applicants must register through the RGC and submit a separate university application. Put every step on one calendar before you start drafting.

Once you’ve checked research fit, eligibility, tuition, commitments, budget, and application order, the list becomes much less intimidating. You can focus on the few awards where you have a strong academic case instead of sending the same application everywhere.

04 · What do international PhD applicants often ask?

If you’re still deciding whether to contact a supervisor, how to compare currencies, or how broad your options are, start with these answers.

Are all 15 scholarships open to applicants from every country?

No. Several awards list all nationalities, but Commonwealth PhD Scholarships are limited to eligible least-developed Commonwealth countries and vulnerable states. Stanford also says its international fellowship places are limited and competitive. Check the country and residency rules for your chosen award before preparing your documents.

Do I have to contact a supervisor before applying?

There is no single rule for all 15 routes. Some PhD departments expect you to contact a potential supervisor; others use central admission or faculty nomination. Follow your chosen program’s official instructions, and remember that an informal email does not replace the required PhD or scholarship application.

Does the top USD stipend mean I will have the most money left?

Not necessarily. The conversion compares currencies on one date; it does not account for local rent, tax, insurance, or included housing. A stipend is also not a salary. Compare the award with local living costs and your own budget before deciding that a higher rank is automatically a better choice.

Are these stipend amounts confirmed for the whole 2027–28 academic year?

No. They are the latest official figures available on 13 October 2026. Stanford says its 2027–28 package will be set in March 2027, and some universities review rates each year. Use this ranking to shortlist opportunities, then confirm the current amount in the award call and your written offer.

05 · Which deadlines should you put on your 2027 calendar?

You have a shortlist; now protect it from missed dates. The closest deadline is the Commonwealth PhD call in October. Lingnan and Stanford follow in December, with another University of Sydney round later that month. If one of these is your target, give the application sequence time—especially when separate portals or nominators are involved.

  • Commonwealth PhD Scholarships: Apply by 20 October 2026 at 16:00 BST for UK study beginning in September/October 2027. Submit through CSC Central and apply to an approved nominator.
  • Hong Kong PhD Fellowship at Lingnan: Complete RGC registration by 1 December 2026 at 12:00 HKT, then submit the full Lingnan application by 1 December 2026 at 23:59 HKT. Both steps are required.
  • Stanford Biosciences: The published deadline for the 2027 application cycle is 1 December 2026; confirm the date for your specific Biosciences program.
  • University of Sydney RTP / USYDIS: The scholarship deadline for 2027 Research Periods 3 and 4 is 18 December 2026. The Research Periods 1 and 2 deadline, 11 September 2026, has passed.
  • A*STAR ACIS: The published deadline for an August intake is 8 February. Confirm the 2027 cycle and PhD admission deadline on the live A*STAR application portal.
  • Other university awards: AI Singapore, NUS, NTU, Princeton, Gates Cambridge, Imperial, KAUST, and Clarendon use course, faculty, or annual-call deadlines. Set the date from your exact PhD program and scholarship instructions; admission and funding applications may close at different times.

You don’t need to apply to all 15. Choose the awards where your research, nationality, funding needs, and career plans line up. Then make those applications count with a focused proposal, strong references, and every required funding step completed on time.

Official scholarship, university, and government pages reviewed on 13 October 2026. Stipend rates and deadlines can change with each funding call.
