Eligibility Criteria for Shanghai Government Scholarships

To be considered for the Shanghai Government Scholarships for the September 2026 intake, international applicants must satisfy a set of common eligibility requirements followed across most Shanghai universities. In general, candidates must be non-Chinese citizens in good physical and mental health and should be applying for an eligible Master’s or PhD degree program beginning in September 2026.

Applicants are expected to hold the appropriate academic qualification, meaning a Bachelor’s degree is required for Master’s admission, while a Master’s degree is mandatory for PhD-level entry. Strong academic performance, research potential, and a clear study or research direction are also key selection factors. Language proficiency must be demonstrated depending on the program, as English-taught degrees may require IELTS or TOEFL scores, while Chinese-taught programs often demand HSK certification.

In addition, students must submit a complete application package, usually including academic transcripts, a study plan or research proposal, recommendation letters, a valid passport copy, and a medical examination form. Since scholarship seats in Shanghai are extremely competitive, applying early with fully prepared documents greatly increases the chances of selection.
