Applications are now open for the 2027 Pierre Elliott Trudeau Foundation PhD Scholarship, offering eligible doctoral researchers up to C$50,000 a year for tuition and living costs plus as much as C$20,000 a year for research, networking and travel for three years.

However, this is not a scholarship for students who are merely planning to enter a PhD. You must already be in the first or second year of an eligible doctoral program when you apply. International applicants can participate, but only if they are enrolled in a PhD at a Canadian university.

The 2027 competition also introduces a strict two-step route. Your immediate deadline is October 2, 2026, when the eligibility-screening request closes—not the November date shown for the final application.

How Much Does the Trudeau Foundation Scholarship Cover?

The maximum package can reach C$210,000 across three years, although the Foundation describes both annual components as “up to” amounts. Selected scholars may receive up to C$50,000 per year toward doctoral tuition and living expenses and up to C$20,000 per year for research, networking and travel connected with their project and Foundation programming.

You also enter a structured three-year program involving mentorship, masterclasses, seminars, field experiences and an interdisciplinary network. This matters because the award is designed for researchers who want to create public impact—not only finance a dissertation.

You may hold another award, but the Foundation can adjust the C$50,000 stipend according to your other funding. Its FAQ says scholars still receive the C$20,000 annual research and travel allowance and at least C$25,000 from the annual stipend. Part-time work of up to 20 hours per week is also permitted.

Who Can Apply for the 2027 Scholarship?

You can apply only if you are already in year one or year two of a PhD program when submitting the application. A bachelor’s or master’s degree by itself is not sufficient, and prospective doctoral candidates who have not yet entered a PhD are not eligible for this round.

• A Canadian citizen studying for a PhD at a Canadian university may apply.
• A Canadian citizen completing a PhD at a university outside Canada may apply.
• An international student of any nationality may apply if enrolled in a PhD at a Canadian university.
• An international student enrolled outside Canada is not eligible.

There is no age limit. The Foundation does not publish an IELTS, TOEFL or minimum language-test score for this scholarship. Instead, applicants must communicate effectively in either English or French; bilingual fluency is not mandatory. Your university’s separate PhD admission and language conditions still apply.

Which PhD Research Fields Are Eligible?

Your doctoral research must fall broadly within the humanities or social sciences, address an issue relevant to Canada’s future and align with at least one Foundation theme. The four themes are Human Rights and Dignity, Responsible Citizenship, Canada and the World, and People and their Natural Environment.

A technically strong proposal is not enough on its own. Reviewers also consider academic excellence, the rigour and relevance of the project, leadership potential, social engagement and your ability to share knowledge beyond a university audience.

Prepare Three Different References

Every applicant must arrange exactly three reference letters: one from the PhD supervisor, one from another academic referee and one from a non-academic referee. The third letter should reveal your character, service or engagement outside academia rather than repeat what academic referees say.

If your current supervisor has not been appointed or does not yet know your work well, the Foundation permits a former supervisor or another professor who can assess your academic record. Explain that circumstance in the application. Referees may write in English or French and may live outside Canada.

How to Apply Through the New Two-Step Process

Start by completing the short eligibility-verification form; only candidates confirmed as eligible will receive access to the full application. This makes October 2 the decisive first deadline.

1. Read the official eligibility criteria and confirm your PhD year, university location and research field.
2. Submit the eligibility-screening form by October 2, 2026.
3. If the Foundation approves your eligibility, attend the mandatory information session offered during the weeks of October 5 and October 12.
4. Complete the full form in either English or French and invite exactly three referees through the application system.
5. Ensure all references arrive by October 30, then submit the complete application by November 6.

Confirmed applicants must ensure all three references are received by October 30, 2026, at 9:00 a.m. Eastern Time and submit the complete application by November 6, 2026, at 4:00 p.m. Eastern Time.
