Hunan Normal University CSC Scholarship 2027–2028 Process (Step by Step Guide)
A funded postgraduate degree in China can begin with your own application, even before you have a professor’s acceptance letter. Hunan Normal University’s Chinese Government Scholarship — High-level Graduate Student Program 2027–2028 is open for international master’s and PhD applicants planning to enrol in September 2027, with tuition, campus accommodation and a monthly living allowance covered.
Based in Changsha, HNNU offers postgraduate study across education, humanities, sciences and other fields. 01 Can you study in Chinese at Hunan Normal University?
Yes, if you hold HSK Level 4 or above, or qualify for HNNU’s specific exemption. Both degree categories in this call are Chinese-taught. An English-taught previous degree does not satisfy that Chinese-language exemption.
The exemption applies to applicants who obtained a degree from a Chinese university with Chinese as the teaching language; they must provide proof of Chinese-medium instruction. IELTS is not the language test specified for this call.
Applicants must be non-Chinese citizens with strong academic performance, good physical and mental health, and no criminal record. HNNU says candidates should, in principle, be new applicants from outside China. Applicants already in China should obtain clarification before relying on eligibility.

02 Match your degree to the funding and subject options
The scholarship covers tuition and campus accommodation, with a higher stipend for doctoral recipients. Use the degree comparison to establish your academic entry point and study commitment.

Comprehensive medical insurance is included. The admission letter determines the funded period, including Chinese-language preparation where required. Airfare and family support are not listed; I would budget for travel and initial personal expenses separately.
HNNU’s separate 2027 international catalogue lists postgraduate options in law, economics, education, psychology, languages, journalism, mathematics, physics, chemistry, geography, life sciences, arts, sport and medicine. Master’s entries also include computing and software engineering. These are university programme examples; Annex 3 of this scholarship notice determines the scholarship-specific choices. Do not assume every general admissions programme is funded.

03 Prepare the video alongside your academic evidence
HNNU requires an introduction video of no more than five minutes, in Chinese or English. Cover your academic background, study plan, personal strengths and career plans, and upload it in the university system.

04 Submit to CSC, then Hunan Normal University
You must complete both online applications; CSC submission alone is insufficient. HNNU’s published sequence is:
- Choose the exact programme. Open the official 2027–2028 scholarship page and its three annexes. Use Annex 3 for your scholarship choice and Annexes 1–2 for instructions and documents. The general 2027 programme catalogue provides broader course context.
- Complete the CSC application. Register or sign in to the Chinese Government Scholarship Information System. Select Type B and Hunan Normal University’s agency number 10542, then complete the form and required uploads. The current notice expressly excludes pre-admission and supervisor acceptance letters from the initial required uploads.
- Complete HNNU’s application. Register separately in the HNNU international student application system, submit the university application and upload the required materials, including your introduction video. The same initial letter exception applies.
- Follow the review. Monitor your email and application system for requests. HNNU recommends selected candidates to CSC; the final decision depends on CSC’s expert review. Successful applicants receive admission and JW201 visa-application documents.

05 Three mistakes that can weaken or stop the application
Stopping after CSC: finish the university submission and video too. Waiting unnecessarily for a professor’s letter: the current call permits initial submission without it. Overlapping scholarship funding: HNNU prohibits concurrent Chinese-government or admitting-university scholarships, except lump-sum awards, and states that violations cause disqualification.

06 Questions before you commit to HNNU
Can I apply for a bachelor’s degree through this call?
No. This particular scholarship route recruits master’s and doctoral applicants; undergraduate entries in the general catalogue do not expand its scope.
Does HNNU’s recommendation guarantee the scholarship?
No. University recommendation sends your application to CSC for expert review. Treat final selection as pending until the official decision arrives.
Can I record the video in English for a Chinese-taught degree?
Yes. HNNU allows either Chinese or English for the introduction video. That flexibility does not remove the Chinese-language admission requirement.

07 When must both HNNU scholarship applications be finished?
The last date to apply for the Chinese Government Scholarship — High-level Graduate Student Program 2027–2028 at Hunan Normal University is 21 February 2027.
Both the CSC application and HNNU submission, including required uploads, must be completed by that date. Enrolment is scheduled for September 2027, subject to the admission letter. No exact closing hour is stated.
