USEFP-US Fulbright Scholarships 2027 for Pakistan, Bangladesh, Romania, Malta & Sri Lanka
Pakistan’s newly opened Fulbright Scholar competition is a real opportunity for researchers seeking a funded U.S. placement in 2027, but its October deadline belongs to Pakistan. Scholars elsewhere may find their own Fulbright Visiting Scholar competition open under a different name, with a different host-letter rule, grant length and closing date. Where can you apply in the current cycle?
The Fulbright Visiting Scholar Program reaches scholars from more than 100 countries, but there is no single worldwide application window. The U.S. programme’s 2027–28 guidance requires citizenship in a country with an active Visiting Scholar programme. Its official country selector is the practical way to check your country’s office and its current call. A country’s presence in the wider Fulbright network alone does not establish that its 2027–28 scholar competition is open.
As of September 28, independently confirmed forthcoming deadlines include Pakistan (October 28, 2026), Romania (November 5, 2026), Sri Lanka (October 1, 2026) and Malta (November 30, 2026). The U.S. Embassy in Bangladesh also lists October 3 for its Visiting Scholar announcement. These are separate national competitions, not places in one application pool. Indian applicants should be especially careful: the 2027–28 Fulbright-Nehru postdoctoral and academic/professional excellence rounds published by USIEF closed on July 15 and July 1, respectively. A later Pakistani deadline does not reopen them.
Who should pursue Pakistan’s award?
Pakistan’s 2027 Fulbright Scholar call is for Pakistani citizens who reside and work in Pakistan and hold a PhD or terminal degree obtained at least two years ago. USEFP’s announcement identifies early-career researchers roughly two to seven years after the doctorate and senior scholars roughly eight to 15 years after it. Research, lectureship or a combination can last up to ten months at a U.S. college or university; clinical medicine is excluded.
Applicants need a convincing project explaining what they will accomplish in the U.S. and how the work connects to Pakistan. Lectureship applicants must show university teaching ability. USEFP also excludes applicants with recent long-term U.S. educational or research experience, specified U.S. citizenship or permanent-resident family connections, and those already studying in the U.S. or holding a work or residence visa elsewhere. Read those exclusions before seeking a host: they can settle eligibility immediately.
How do support and host letters change by country?
Pakistan’s grant pays airfare, a living stipend, health insurance and an incidental research allowance, with USEFP assistance for the visa process. It can support one accompanying dependent. That family provision is not universal: Sri Lanka states that its Visiting Scholar award provides no funding for dependents, while Romania publishes a separate dependent travel allowance and insurance support. Do not use another country’s stipend or family terms to budget for your own award.
The invitation letter is equally country-specific. Pakistan requires at least one U.S. university invitation when the application is filed, and Sri Lanka requires a host invitation and employer leave approval. Romania encourages a host invitation with the initial application but allows its letter to follow by mid-December 2026. For a serious applicant, finding an appropriate host and agreeing a feasible research or teaching plan is often the longest preparation step.
How do you apply through the correct office?
- Choose your country of citizenship in the official Visiting Scholar country selector. Open the national Fulbright Commission or U.S. embassy’s current scholar announcement; check whether the award is active, its residence rule and its exact cycle.
- If you are applying from Pakistan, read USEFP’s 2027 Scholar instructions, identify a relevant U.S. academic host and obtain the required invitation letter. Applicants from other countries must follow their own office’s instructions; the official 2027–28 programme guide explains the common route but does not replace local rules.
- Prepare a focused project proposal, academic CV and required supporting material. Pakistan requires three references and U.S. host invitation letter(s). Ask referees early and check whether your country additionally requires employer approval, proof of degree or other documents.
- Submit through the portal specified by your own national office, selecting its correct scholar award and cycle. For Pakistan, use the application button on the USEFP page and submit the online package, including references and supporting documents, by its deadline. Paper applications are not accepted. No application fee is stated in the checked Pakistani instructions; confirm any fee rule with your national office.

For the separately administered Visiting Scholar calls, Sri Lanka requires the application and all supporting documents by October 1, 2026; the U.S. Embassy’s Bangladesh announcement states October 3, 2026, at 11:59 p.m. Bangladesh time; Romania requires its application and references by November 5, 2026, at 23:59 local time, with its host letter due later in December; and Malta’s published closing date is November 30, 2026.
