The Estonian Scholarship Programme is expected to return with three separate funding routes: scholarships for summer schools, grants for researchers and academic staff, and scholarships for degree or exchange studies. These opportunities are administered by the Estonian Education and Youth Board under agreements established with participating countries.

There is one important correction applicants should understand: these scholarships are not necessarily fully funded. Depending on the category, Estonia may cover a monthly allowance, course fee, accommodation contribution or research subsistence grant—but airfare, tuition and other expenses are not universally covered.

Which Estonia Scholarship Route Should You Prepare For?

University students should prepare for either the summer-school scholarship or the degree and exchange-study scholarship.

For summer schools, Bachelor’s, Master’s and PhD students studying at a university outside Estonia may apply after completing at least one academic year. Applicants must first select an eligible course and obtain confirmation from the Estonian university organizing it.

For degree and exchange studies, Master’s and PhD programmes are currently supported across all fields. Bachelor’s-level funding is much narrower and is limited to fields connected with Estonian language and culture.

The latest published degree-scholarship rates are €350 per month for eligible Bachelor’s and Master’s students and €660 per month for doctoral students. The Education and Youth Board expressly states that other costs are not covered, so applicants should arrange additional funding for tuition, travel, insurance and living expenses exceeding the allowance.

Can Researchers and Academic Staff Apply?

Yes, but this route is for people already holding academic positions at universities outside Estonia.

Professors, lecturers, teachers, research fellows and other eligible academic employees may seek funding for research, teaching or institutional collaboration in Estonia. They must obtain a hosting letter from an Estonian higher education institution.

The current grant is €45 per day for visits lasting one to nine days or €660 per month for stays of ten days to ten months. PhD candidates cannot use this academic-staff route merely because they conduct research, and the programme does not offer postdoctoral fellowships.

Documents Applicants Should Start Preparing

The exact 2027 forms may change, but applicants can begin preparing:

  • A valid passport or identity document;
  • An academic CV, preferably in Europass format for researchers;
  • A focused motivation letter for summer-school applications;
  • Proof of current enrolment and academic progress;
  • Confirmation of admission, course registration or institutional hosting;
  • English or Estonian translations of documents issued in other languages.

An IELTS certificate is not currently listed as a central scholarship attachment. Nevertheless, the Estonian university may separately demand IELTS, TOEFL, another English qualification or evidence of previous English-medium education for admission.

Expected 2027 Application Timeline

Estonia has not announced the official 2027 deadlines. Based on the 2026 schedule, the Estonian summer-school scholarships and researcher grants may open around April 2027, while degree and exchange-study funding may be announced separately for the 2027–2028 academic year.
