Scotland still sells itself rather effortlessly: Edinburgh’s medieval skyline, Glasgow’s student life, St Andrews’ centuries of academic history and universities whose names travel well on a CV.

The bill, unfortunately, is rather less romantic.

For international students entering in 2027 or 2028, a Scottish degree can cost anywhere from roughly £20,000 to more than £35,000 per year in tuition, before accommodation and living expenses are added. The good news is that Scotland also sits inside some of the UK’s strongest scholarship systems—including Chevening, Commonwealth funding, university full-tuition awards and fully funded PhD studentships.

For international students targeting 2027–2028, the useful question is therefore not simply “Does Scotland have fully funded scholarships?” It does. The better question is: which funding route matches your Bachelor’s, Master’s or PhD—and at what point in the admission process should you apply?

One warning before beginning: Scotland’s old Saltire Scholarship should not currently be treated as a confirmed 2027–2028 funding opportunity. Older university pages still reference it, but applicants should wait for a fresh Scottish Government call before building their financial plan around it.

Scotland currently has 19 universities that offer scholarship admissions, and more than 73,000 international students from over 150 countries study there.

How Much Will it Cost to Study in Scotland in 2027 to International Students?

The old assumption that Scotland means “free university” needs qualification.

Scottish-domiciled eligible students may have undergraduate tuition paid through SAAS, but most new international and EU students without qualifying UK status pay international fees.

These are planning ranges rather than Scotland-wide fixed fees. For example, international undergraduate tuition at Edinburgh is already £31,100 for many 2027 programmes, while St Andrews lists around £33,250 on current international undergraduate course information.

At Glasgow, 2026/27 international PhD fees are £27,720 in Arts, Humanities and Social Sciences and £33,210 in Science, Engineering and Medical-related non-clinical fields, with clinical research reaching £50,985.

Then Add the Cost of Living in Scotland as a Foreign Student

The British Council currently estimates living expenses outside London at roughly £900–£1,300 per month. Edinburgh can be more expensive: the University of Edinburgh estimates postgraduate living costs at around £1,542 per month for 2026/27.

For visa purposes, however, the number applicants need to remember is different.

International students studying in Scotland currently need to demonstrate £1,171 per month for up to nine months, equivalent to £10,539, in addition to unpaid course fees shown on the CAS where applicable.

Which Scotland Scholarships Can International Students Target for 2027–2028 Intakes?

The good news is; a large number of Scotland scholarships are currently accepting online applications from international students:

Chevening is already officially open for 2027–2028, with applications closing on October 6, 2026 at 11:00 UTC. Successful candidates must later provide at least one unconditional UK university offer by July 8, 2027.

Commonwealth Master’s applications for 2027/28 open on September 8, 2026 and close on October 20, 2026, targeting eligible applicants from lower- and middle-income Commonwealth countries.

Bachelor’s Students Have Fewer “Fully Funded” Options in Scotland

This is the uncomfortable truth that many scholarship lists avoid.

Full scholarships for international undergraduate students in Scotland are considerably rarer than Master’s or PhD funding.

The University of St Andrews International Excellence Scholarship is therefore important: it provides one full-tuition award for the entire undergraduate degree for an overseas-fee student entering in 2027.

Robert Gordon University offers another strong route: its Vice-Chancellor’s Undergraduate Scholarship covers the full first-year tuition fee, with a June 2027 deadline.

Stirling’s International Undergraduate Scholarship is broader rather than fully funded: eligible international entrants in September 2027 or January 2028 are automatically considered for £2,500 per year, worth £10,000 across a four-year degree.

Dundee is currently offering £7,500 per year through its January 2027 Global Excellence Undergraduate Scholarship.

Master’s Applicants Have the Strongest National Funding Routes

A one-year Scottish Master’s is where the UK scholarship system becomes much more interesting.

Chevening 2027–28: Fully funded and usable at eligible Scottish universities such as Glasgow, St Andrews and Dundee.

Commonwealth Master’s 2027–28: Designed for candidates from eligible Commonwealth countries who could not otherwise afford UK study.

Commonwealth Shared Scholarships: Universities are currently bidding for roughly 180 awards for 2027/28, covering selected one-year taught Master’s programmes.

Edinburgh Mastercard Foundation 2027/28: Eligible African applicants face a new pathway this year. Attendance at a virtual information session between September 15–24, 2026 is mandatory before an applicant can even gain access to the scholarship application. The main scholarship application closes November 19.

That last example is precisely why applicants should never assume “apply to the university first” is universally correct.

PhD Students Should Search for Studentships, Not Only “Scholarships”

For doctoral study, the vocabulary changes.

Scottish universities frequently advertise studentships tied to supervisors, research projects, doctoral training partnerships or research councils.

Edinburgh Doctoral College Scholarships cover tuition plus a UKRI-level stipend and are open to international as well as UK applicants.

Glasgow’s School of Computing Science has already published funding for researchers beginning around October 2027. Its studentships can support international tuition and, in many cases, living expenses at the 2027/28 UKRI stipend of £22,437 per year; applications close January 31, 2027.

St Andrews’ World-Leading Doctoral Scholarships add another university-funded route, combining full tuition with a stipend for selected 2027 doctoral applicants.

For PhD candidates, applying for admission without investigating the supervisor’s funding situation first can be an expensive mistake.

What Happened to Scotland’s Saltire Scholarship?

Older Scotland scholarship articles—including many still ranking in Google—prominently recommend the Scotland Saltire Scholarships.

Applicants should be cautious.

Scotland’s current official national scholarship page highlights Chevening, Commonwealth funding, Fulbright Awards and Royal Society schemes, but does not presently list a confirmed Saltire competition for 2027/28.

That does not mean Saltire could never return; it means applicants should not plan their 2027 finances around it until the Scottish Government publishes a new call.

How to Apply to Scotland for 2027 — Follow This Order

The pathway changes slightly by degree level, but this sequence prevents most avoidable mistakes.

Bachelor’s Applicants

1. Choose the Scottish university and course.
2. Check country-specific academic and English requirements.
3. Prepare transcripts, school qualifications, reference and UCAS personal/application information.
4. Submit through UCAS.
5. For most 2027 undergraduate courses, target January 13, 2027 at 18:00 UK time for equal consideration. Medicine, dentistry and veterinary programmes generally have the earlier October 15, 2026 deadline.
6. Receive conditional/unconditional offers.
7. Check whether the scholarship is automatic or separately applied for.
8. Submit any scholarship form before its own deadline.
9. Meet offer conditions and pay any required deposit.
10. Receive the CAS and apply for the Student visa.

Master’s Applicants

1. Select the programme directly on the university website.
2. Check whether your scholarship requires admission first.
3. Prepare degree transcripts, CV, references, English proof and statement of purpose.
4. Apply to the university—or scholarship first where the scheme specifically says so.
5. Submit separate Chevening/Commonwealth/university funding applications where required.
6. Convert a conditional admission offer to unconditional.
7. Accept the scholarship and university offer.
8. Obtain CAS and complete the visa process.

PhD Applicants

1. Identify your research topic.
2. Search the department for funded PhD projects/studentships.
3. Identify and contact an appropriate supervisor where the university recommends it.
4. Prepare your research proposal, CV, transcripts and references.
5. Check whether the studentship application is combined with PhD admission or separate.
6. Apply for both admission and funding in the required order.
7. Complete interviews where required.
8. Accept the funding and PhD offer before moving to CAS and visa processing.

That “which application comes first?” question is one of the most important details in scholarship applications: at Stirling some scholarships are automatic, Chevening requires its own application, Edinburgh Mastercard now requires an information session before the scholarship application, while many PhD studentships are attached directly to a research vacancy.

English Requirements for Admissions at Scotland Universities in 2027 — Do Not Assume IELTS 6.5 Everywhere

Scottish universities do not operate one national IELTS score.

A typical planning range is around IELTS 6.0–6.5 for many undergraduate programmes and 6.5–7.0 for many postgraduate programmes, but medicine, law, humanities, education and research programmes can require higher scores or specific minimum bands.

Universities may also accept alternatives such as TOEFL, PTE Academic or certain English-medium qualifications. The correct score is therefore the one published against the specific 2027 course, not whichever number appears in a general scholarship blog.

Can International Students Work While Studying in Scotland?

Degree-level Student visa holders can generally work within the conditions stated on their visa, commonly up to 20 hours per week during term time, with greater flexibility during official vacations.

There is another 2027 immigration change applicants should know: the UK Graduate visa for Bachelor’s and taught postgraduate graduates falls to 18 months for applications made from January 1, 2027, while doctoral graduates continue to receive three years.

Scotland remains a strong destination for 2027–2028, but the smarter question is no longer simply “Which Scottish universities offer scholarships?”
