Émile Boutmy France Scholarship 2027 for Bachelor’s and Master’s Admissions (Process Explained)
Sciences Po’s 2027 admissions are open in France, with the Émile Boutmy Scholarship offering eligible students from outside the European Union a way to reduce the cost of a bachelor’s or master’s degree. If you are drawn to diplomacy, public policy, economics, law or the forces shaping societies, this is an opportunity to study the issues behind the headlines—and develop the knowledge to work on them.
The financial offer of Émile Boutmy scholarship actually deserves a closer look. Bachelor’s recipients can receive a full tuition exemption or a €9,500 exemption, while eligible master’s recipients receive €18,500 towards tuition in each of their two years. That support could make a considerable difference to your study plans, although you will still need a budget for living in France.
The challenge is turning an attractive Émile Boutmy scholarship announcement into a complete application. Does your chosen degree qualify? How do nationality and household tax residence affect eligibility, and where do you request the funding? With scholarship deadlines falling before general admission closes, those answers matter early. This guide brings the rules, funding comparison and application sequence together so you can decide whether Émile Boutmy fits your plans, prepare the right evidence and submit through the correct route.
Open; the second master’s scholarship round remains available.
First-time, non-EU applicants with household tax residence outside the EU; exclusions apply.
Bachelor’s and eligible two-year master’s programmes.
Tuition relief; budget separately for living expenses.
Requirements depend on your degree and programme; see the walkthrough.
€150 for the international admission routes; specific exemptions may apply.
Use the scholarship deadline, rather than the later admission closing date. See your route’s deadline.
27 October 2026.
01 Which Sciences Po applicants and programmes qualify?
Your nationality, household tax residence and programme must all qualify. Swiss/Norwegian applicants, EU dual nationals, Quebec master’s applicants and French graduate-admission candidates are excluded. PhDs, exchanges, one-year master’s and the Journalism and joint Journalism–International Affairs master’s are ineligible.
Most dual degrees are excluded. Exceptions: Sciences Po–Columbia Journalism; Fudan’s Europe–Asia in Global Affairs and Peking routes for Chinese nationals; bachelor’s routes under specific agreements.
For academic admission, the international master’s route requires a non-French bachelor’s qualification or equivalent, completed or due this academic year. Undergraduate applicants choose their admission pathway by school diploma, rather than nationality. That distinction matters: a non-EU passport alone does not determine which admissions form you should use.
Sciences Po’s bachelor’s degree develops foundations in social sciences and humanities. At graduate level, the master’s programme directory includes public policy, international development, human rights, economics, urban governance, finance and other fields. Match the actual curriculum and entry requirements to your preparation; scholarship eligibility does not replace programme admission.

02 How much tuition does Émile Boutmy cover?
The award reduces tuition; it provides no advertised living stipend. Compare the two levels before deciding what you can afford.
| Degree | Published tuition support | Your budget decision |
|---|---|---|
| Bachelor’s | Full tuition exemption or €9,500 exemption. | Allow for any remaining tuition, accommodation and daily expenses. |
| Two-year master’s | €18,500 per year for two years. | Compare the award with your programme’s tuition and living budget. |
Failing the academic year or deferring admission forfeits the scholarship.
My recommendation is to calculate your remaining annual costs before choosing a programme. A substantial tuition award becomes useful when you can also explain how you will pay for housing, food and travel.

03 How do you submit a complete Sciences Po scholarship application?
Request Émile Boutmy consideration inside your Sciences Po admission application. You do not need an admission offer before beginning the funding request. Follow the degree-specific sequence below.
- Choose your route and open your file. International-route applicants use the Sciences Po admissions portal. For a master’s, select one two-year programme; you cannot choose two ordinary two-year master’s programmes. Undergraduate international applicants select two bachelor’s minors, or a dual degree plus a bachelor’s minor; remember the funding exclusions above.
- Start references and assemble your evidence. Master’s applicants need two academic references, identification, a CV, higher-education transcripts, the qualifying diploma if already obtained, and programme-specific documents. Use the graduate application checklist. School-leavers should follow the separate undergraduate document requirements for their school qualification.
- Prepare the programme’s written responses. Graduate applicants complete a motivation letter in the required language. Our motivation-letter planning guide can help you identify relevant experiences, but Sciences Po’s own prompts and limits govern your submission. Undergraduate applicants must write their responses independently; Sciences Po warns against third-party or AI assistance.
- Resolve language evidence before submission. For international undergraduate admission, uploading language-test proof is optional, but proficiency is assessed through the application and interview; follow the campus language requirements. For master’s admission, required test results or exemption evidence must accompany the file. There is no universal scholarship IELTS score.
- Select the scholarship and submit. In “Financial information”, request Émile Boutmy consideration and supply the requested evidence. Pay the admission fee unless an approved exemption applies, then click “Submit”: payment alone does not submit your file. Ensure references and required language proof are complete by the scholarship deadline.
If you are applying from a French secondary school, the scholarship procedure differs: validate your Parcoursup application, then contact Admissions using its designated form.
I would prioritise referee responses and language evidence before polishing optional attachments. Those compulsory items determine whether your application is complete; extra documents cannot compensate for missing requirements. After submission, monitor your applicant account and email for Sciences Po’s decisions.

04 Three questions to settle before requesting Émile Boutmy
These distinctions help you avoid treating another applicant’s experience as a rule for your own application.
Does another recipient’s IB score guarantee my admission?
No. Sciences Po evaluates academic performance, written responses and, for shortlisted undergraduate applicants, an interview. A previous recipient’s score cannot establish your admission result or funding chances.
Can an English-taught degree replace a master’s English test?
Yes, an exemption route covers at least two consecutive years in the same degree-granting university programme taught entirely in English. Upload official medium-of-instruction evidence under the graduate language-exemption rules; native-speaker status alone is insufficient.
Can I request both Boutmy and Mastercard consideration?
Yes, eligible graduate applicants may apply for both. The Sciences Po graduate FAQ explains that applicants successful for more than one will be told which award they receive.
