Does CSC China Scholarships Require IELTS for September 2027?

No—IELTS Academic is not automatically required for every Chinese Government Scholarship (CSC) application. CSC asks applicants to provide language-proficiency information and select a teaching language, but it does not set one IELTS score for all scholarship routes.

For September 2027, the final requirement will come from your chosen university and degree programme. Do not pay for IELTS until you have checked that programme’s 2027–2028 admission notice or received confirmation from its international admissions office.

Should you spend money on IELTS Academic?

Wait before booking IELTS if your target university clearly accepts an English-medium instruction certificate and you can obtain one. This can save money where your entire previous degree was taught and assessed in English and the programme treats official proof of that fact as an alternative to a test score.

IELTS Academic is the safer choice if you are applying to several Chinese universities, your degree was only partly taught in English, your institution cannot issue a suitable medium of instruction letter or English proficiency certificate, or the programme specifies a fixed IELTS score. It is also the right route where the university does not clearly say that an English-medium letter is accepted. Do not book IELTS General Training unless the university explicitly permits it; university notices that name IELTS commonly refer to IELTS Academic.

Applicants are confused because “CSC scholarship” is used as though it were one admission system with one language rule. It is not. The central CSC guide does not prescribe a universal threshold, while host universities set their own English-language conditions for English-taught programmes.

Can an English proficiency letter replace IELTS?

It can, but only if your selected Chinese university accepts it. An English-medium instruction (MOI) certificate is not a Chinese CSC Scholarships-wide IELTS waiver. Chongqing Normal University’s current CSC guidance, for example, accepts a certificate of English proficiency from the previous university confirming that the degree was taught in English for specified English-taught doctoral programmes. Wenzhou Medical University allows an official certificate where the previous highest degree was taught entirely in English.

Ask your registrar, examinations office, academic records office or international office for an official MOI certificate. It should be on institutional letterhead and state your full passport name, degree title, study dates, and that the entire programme was taught and assessed in English. It should also carry an authorized signature, position, stamp or seal, issue date and institutional verification details. A transcript, a letter from an individual lecturer or your own declaration may not meet the requirement.

If you are still studying, request wording confirming that your current degree is being taught and assessed entirely in English. Where the notice is unclear, ask the university in writing whether it accepts your certificate instead of IELTS for your exact programme.

What test scores are currently accepted?

Current university examples point to IELTS 6.0 as a common minimum, but there is no CSC-wide score. These are host-university rules, not scholarship rules, and the September 2027 notice may differ:

• Chang’an University’s 2026–2027 CSC Type B notice lists IELTS 6.0, TOEFL iBT 80 or Duolingo 100 for English-medium programmes.
• Chongqing Normal University lists IELTS 6.0 or TOEFL 80, with the English-taught-degree certificate route for specified programmes.
• Wenzhou Medical University lists IELTS 6.0, TOEFL above 70 or Duolingo at least 105 for applicants not using its English-medium degree provision.
• UIBE lists IELTS 6.0 or TOEFL 86 for its 2026–2027 English-taught postgraduate CSC programmes.

Duolingo is accepted by some universities but not all. Check whether the programme requires minimum section scores, accepts a particular test format and considers the score valid on its application deadline. Requirements can be higher for competitive courses.

What should September 2027 applicants do now?

Shortlist programmes first, then compare their language rules one by one. When 2027–2028 notices are published, check accepted tests, minimum and section scores, score-validity dates and MOI exemptions.
