Just when international students had finally learned the phrase “test-optional,” several major U.S. universities changed the exam rules again.
For Fall 2027 admissions, Harvard, MIT, Yale, Brown, Penn and Cornell are among the universities requiring SAT or ACT scores, while Princeton, Northwestern and several others remain test-optional. Then comes a second question international applicants cannot ignore: do you also need IELTS, TOEFL or Duolingo?
The answer depends less on your passport than on where and in which language you studied secondary school.
So an applicant from Pakistan, India, Nigeria, Germany or Brazil could face three very different situations: SAT/ACT plus an English test, SAT/ACT without an English test, or neither test being compulsory at a test-optional university.

SAT or ACT: Required Again at Several Major US Universities
The first thing to check is whether your university requires an academic admissions test.
For Fall 2027, Harvard, Yale, MIT, Brown, Penn and Cornell require SAT or ACT scores. Some institutions permit limited alternatives where students genuinely cannot access these examinations, but international applicants should not assume their school-leaving qualification automatically replaces SAT/ACT.
Other universities remain more flexible. Princeton, Vanderbilt, Northwestern and the University of Illinois Urbana-Champaign are test-optional for Fall 2027.
Test-optional, however, means exactly that: optional. It does not mean admissions officers have developed an allergy to high SAT scores.

Why “Minimum Score” Is Often the Wrong Question when applying for Bachelor Degree Admissions at US Universities?
International applicants often search for questions such as “Harvard minimum SAT” because a number feels reassuring. Unfortunately, selective U.S. admissions rarely works that neatly.
Universities such as Harvard and MIT do not operate a simple SAT threshold where 1450 fails and 1451 unlocks the admissions gate. Scores are considered alongside school grades, curriculum difficulty, essays, recommendations and the applicant’s circumstances.
English tests serve a different purpose. A university can reasonably say that IELTS 7.0 demonstrates sufficient language ability because the examination is primarily checking whether you can function academically in English.
The practical mistake is therefore treating minimum and competitive scores as the same thing. Meeting an English threshold can satisfy a requirement; barely meeting an SAT benchmark invented by an admissions forum does not make somebody competitive.
Nor should test-optional applicants automatically submit mediocre scores simply because they paid for them. A score should strengthen the academic story, not merely prove that Saturday morning was sacrificed successfully.
For 2027 applicants, testing should be strategic: take what your shortlist requires, submit optional scores when they add evidence of academic strength, and spend the saved preparation time on the parts of the application universities will still read.
