What the Marianne Initiative Actually Is?
Launched by French President Emmanuel Macron on Human Rights Day in December 2021, the Marianne Initiative is a direct response to the global deterioration of fundamental freedoms. It is co-led by the French Ministry for Europe and Foreign Affairs and the Ministry of the Interior, and managed in France by the Association Marianne — a coalition of civil society organizations, legal bodies, NGOs, and local authorities.

Fellows also receive dedicated training in defender safety, legal protection mechanisms, and international human rights law.
Beyond the curriculum, fellows are connected with key French and international institutions — government bodies, NGOs, independent judicial authorities, and UN-affiliated organizations. Individual mentoring sessions support each fellow’s specific project. Cultural visits, conferences, and inter-cohort exchanges through the Marianne Alumni mentorship programme complete the experience.
For many defenders who operate under threat or constant pressure at home, the fellowship also provides something less quantifiable but equally critical: protected time and space to recharge.
