France Fully Funded Marianne Initiative 18 Week Fellowships 2026 Seeking Applications
If you are a human rights defender working on the ground in your home country — whether on civil liberties, women’s rights, minority protections, or environmental justice — France is offering you something rare: a fully-funded semester in Paris to deepen your skills, build an international network, and breathe. The Marianne Initiative for Human Rights Defenders has opened applications for its Class of 2027, and the deadline is 4 May 2026.
What the Marianne Initiative Actually Is?
Launched by French President Emmanuel Macron on Human Rights Day in December 2021, the Marianne Initiative is a direct response to the global deterioration of fundamental freedoms. It is co-led by the French Ministry for Europe and Foreign Affairs and the Ministry of the Interior, and managed in France by the Association Marianne — a coalition of civil society organizations, legal bodies, NGOs, and local authorities.
Each year, approximately 15 defenders are selected from hundreds of candidates worldwide by an independent expert committee. Since its inaugural all-female cohort in 2022, four mixed cohorts have followed. The programme’s alumni now form a global network of activists — the Marianne Alumni — who continue to support one another long after the fellowship ends.
What Six Months in France Gives You?
Selected fellows receive accommodation and a living stipend for the duration of their stay. The programme itself is personalized and intensive. It covers leadership, negotiation, advocacy, and project management — practical competencies that translate directly back into activist work. Fellows also receive dedicated training in defender safety, legal protection mechanisms, and international human rights law.
Beyond the curriculum, fellows are connected with key French and international institutions — government bodies, NGOs, independent judicial authorities, and UN-affiliated organizations. Individual mentoring sessions support each fellow’s specific project. Cultural visits, conferences, and inter-cohort exchanges through the Marianne Alumni mentorship programme complete the experience.
For many defenders who operate under threat or constant pressure at home, the fellowship also provides something less quantifiable but equally critical: protected time and space to recharge.
Who This Programme Is For?
The programme targets foreign human rights defenders applying from their home country or a third country. Eligible candidates must have a demonstrated track record of activism in defence of fundamental rights — civil and political rights, women’s rights, minority protections, children’s rights, or environmental rights all qualify. Candidates must supply identity documents and evidence of their work. Applications are submitted through the French government’s official digital platform.
A Programme With Global Reach
The Marianne Initiative program extends beyond France through an international dimension supported by the French development agency AFD and the NGO Agir Ensemble pour les droits humains. This component works to amplify defenders’ visibility and strengthen their capacity within their own countries and regions — a recognition that fellowships must leave lasting impact where the work actually happens.
