University of Toulouse Eiffel Scholarship 2027–2028: New Application Process Explained
The France Excellence Eiffel Scholarship 2027–2028 at the University of Toulouse is open to outstanding international applicants seeking eligible master’s, engineering or doctoral study in France. Master’s recipients receive €1,200 monthly alongside travel and insurance services, giving you a practical way to support advanced study in an eligible field.
Toulouse has changed its master’s procedure: you submit a central pre-application without securing programme-coordinator approval first. Doctoral applicants still need a supervisor’s support. This guide explains which route fits your plans, what to prepare and how the university nomination works.
Work through the Toulouse Eiffel application
01 Who can pursue Eiffel through the University of Toulouse?
You need an eligible programme or doctoral project at this university, rather than simply a place somewhere in Toulouse. Doctoral applicants must have, or intend to have, their primary PhD registration at the University of Toulouse; secondary registration alone does not qualify.
- Master’s component: Born after 31 March 1997 and not currently studying in France. A previous unsuccessful Eiffel master’s application, or previous Eiffel master’s award, makes another application at that level ineligible.
- Doctoral component: Born after 31 March 1991, with a supporting Toulouse supervisor and an eligible research project. Applicants already studying in France may qualify, although those studying abroad receive priority. Previous unsuccessful applications or awards at doctoral level prevent reapplication at that level. Former Eiffel master’s recipients can pursue a first doctoral award through the 12- or 18-month routes.
- Nationality and academic fit: You must not hold French nationality, including alongside another nationality, and must meet the chosen degree’s entry requirements. There is no universal IELTS waiver: the programme decides which language evidence it accepts.
Eiffel’s seven fields cover biology and health; ecological transition; mathematics and digital technology; engineering; French history, language and civilisation; law and political science; and economics and management. The exact Toulouse programme must also qualify. Plant Biology is explicitly excluded from this university’s 2027–2028 master’s pre-applications; distance, overseas-delivered and apprenticeship/professional-contract programmes are also ineligible.
02 What does Toulouse Eiffel support, and for how long?
Eiffel provides a living allowance and specified services; it does not pay tuition invoices. Eligible national degrees and accredited engineering qualifications at qualifying public institutions can benefit from the French Government Scholarship registration-fee exemption. Housing assistance does not guarantee free accommodation.
| Entry route | Maximum support period | Condition that matters |
|---|---|---|
| Master 1 / Master 2 | 24 months / 12 months | Duration follows the master’s year entered. |
| Engineering degree | 36 months | The qualification and programme must be eligible. |
| PhD, first year | 36 months | First-time arrival; incompatible with a cotutelle joint-degree agreement. |
| PhD with international joint supervision | 18 months in year 1 or 2; 12 months in year 2 or 3 | Cotutelle or official international co-supervision is required; funded periods concern study in France. |
Travel, health coverage, accommodation-search assistance and cultural services accompany the allowance under Campus France rules. The doctoral rate needs clarification: Toulouse quotes €2,000 monthly, matching the downloadable English regulations; Campus France’s current overview quotes €2,100. I would obtain written confirmation of the applicable rate before finalising a PhD budget.
03 What should your Toulouse pre-application contain?
Prepare the documents for your current application stage. The initial university form is followed by a fuller Eiffel dossier if Toulouse supports you.
- Master’s file: Identity document; French/English CV; latest degree certificates and ranking evidence if available; transcripts from the last three years; language evidence where applicable. Identify the exact programme and its webpage, then explain your academic motivation and career plans.
- Doctoral file: Identity document, CV, most recent degree and transcripts. Supply your thesis title, Eiffel field, intended doctoral year, host research unit, doctoral school, supervisor’s institutional contact details and any international partner arrangement. Obtain the supervisor’s agreement before submitting.
For the final dossier, Campus France’s 2027 guide specifies a CV of no more than two pages and a one-to-two-page career project. Doctoral candidates also need a thesis proposal of no more than five pages and specialist supporting documents prepared with the host institution. My recommendation is to begin your career argument now: connect previous work, the chosen training and a credible next step. Our scholarship motivation-letter guide can help you organise that reasoning.
04 How do you apply for Toulouse’s 2027 Eiffel nomination?
Submit to the university first; Toulouse submits the final supported nomination to Campus France.
- Establish programme fit. Read the University of Toulouse Eiffel call and find the exact degree in the Toulouse course catalogue. For doctoral study, use the doctoral-school directory to identify a suitable host and supervisor.
- Use the correct pre-application. Master’s applicants complete the master’s form without approaching the coordinator for prior Eiffel support. PhD applicants obtain supervisor agreement, then complete the doctoral form; their supervisor must separately complete Toulouse’s support-confirmation form.
- Verify that submission succeeded. Toulouse’s official FAQ says a confirmation page must appear. If you need to correct a submitted file, contact [email protected] instead of submitting a duplicate.
- Prepare the final institutional dossier. If selected, work with Toulouse using the Campus France 2027 application guide. Review the published recipient regulations and current benefits overview, including the doctoral-rate discrepancy described above. Toulouse handles national submission.
- Complete degree admission separately. An Eiffel pre-application is not an admission application. Follow the chosen programme’s admission procedure and deadlines while responding to the university’s nomination instructions.
05 Which Toulouse Eiffel mistakes should you avoid?
Check the institution, the submission receipt and the final nominator. The Toulouse form does not cover every institution in the city. A form without its confirmation page has not been submitted successfully. You may explore institutional preselection routes, but only one French institution may submit your final Eiffel nomination; multiple nominations lead to rejection.
06 Toulouse Eiffel questions worth resolving early
Can I apply while finishing my bachelor’s degree?
Yes, for an appropriate M1 programme. Submit available transcripts and current-enrolment evidence, and obtain the required qualification before enrolment. If you have finished but lack the diploma, Toulouse accepts an official completion certificate.
Can I submit two Toulouse master’s pre-applications?
The FAQ permits two programmes, but the current master’s form requires a declaration to submit only one pre-application. These instructions conflict. Submit your strongest choice and request clarification from the DMFI before making a second submission.
Does Toulouse preselection mean I have won Eiffel?
No. University support allows your dossier to proceed to national assessment. Keep scholarship selection and academic admission separate, and wait for the final award notification before treating funding as confirmed.
07 What are Toulouse’s Eiffel application deadlines?
The last date to submit a University of Toulouse Eiffel master’s pre-application is 15 November 2026; the PhD pre-application deadline is 29 November 2026. These are the applicant deadlines for 2027–2028 entry. No closing hour is stated; dates refer to Toulouse local time, CET (UTC+1).
Master’s preselection notifications begin on 30 November 2026. Toulouse’s deadline to send supported dossiers to Campus France is 6 January 2027; it does not extend the November pre-application windows. National results are expected during the week of 12 April 2027, after which Toulouse informs its nominated applicants.
